Job Description

Background/IRC Summary:

The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. Based on the current health situation in Libya and the needs faced by people present in the country, the IRC in close collaboration with the Ministry of Health (MoH) aims to ensure that migrants outside detention centers, vulnerable groups and the hosting population will have access to quality primary healthcare services, including, , mental health and psychological support (MHPSS), reproductive health and non- communicable diseases (NCDs). This objective will be achieved through structured and sustained support to existing health facilities in the Western region including comprehensive technical capacity strengthening.

Job Overview/Summary:

This position is responsible for the provision of high quality standardized MHPSS services, the implementation of the MHPSS clinical guidelines and pathways through staff training, monitoring / supervision and coaching, under EU funded projects for Evidence based NCD Care: A Model for PHC in Libya (NCDPHC-Libya), and the Essential Package of Health Services (EPHS) project. Particular responsibility of the position will be overall leadership in ensuring quality MHPSS services in one of the three IRC’s implementation pilot sites in Zliten. The position will work with other mentors (clinical/nursing/pharmacy) to ensure adherence to clinical guidelines, drug management and medical services in the pilot site.

Major Responsibilities:

Management and Program Oversight

• Participate in the development/review of mentorship plans and other activity plans on quarterly basis
• Work closely with the area team leader to ensure availability of WHO essential psychotropic medications at the clinics at all time
• Coordinate regularly with area team leader and other clinical mentors to ensure harmonized approach
• Work with other team members to timely implement all activities identified at the clinics
• Ensure project deliverables are met in a timely manner
• Submit quality timely reports as required to area team leader as may be required
• Maintain proper documentation and filing in collaboration with the clinic staff, mentors
• Closely coordinate with the MHPSS Specialist for development and review of training materials, documentation and reports
• Represent IRC in any relevant MHPSS coordination meetings at the clinic including liaison with local authorities
• Ensure referrals with IRC Protection team and coordinate with protection manager

Technical Monitoring and Program Quality

• Conduct weekly mentorship/ on-the-job supervision and support to mhGAP-trained medical doctors and other staff working at the Health Facilities to ensure quality over the treatment plans. Documentation of the progress in skill development of the staff working at the Health Facilities
• Ensure engagement with national MHPSS protocols and guidelines as well as with other relevant intervention models and approaches (mhGAP) are used in all supported pilot sites
• Ensure an effective referral system to secondary structures is in place and functioning and that feedback on referral is tracked in a database
• When needed, provide specialized consultations to the patients in need for psychiatric care
• Provide needed guidance on psychotropic prescription and ensure prescription of drugs is being made as per the WHO's recommendations and the national guidelines
• Ensure that the rights of person with mental health conditions are protected at all times and advocate against stigma
• Support the development and implementation of preventive mental health measures in the health Facilities and throughout the local community
• Liaise with HMIS and M&E colleagues to ensure proper collection and analysis data
• Identify clinic trends and develop mitigation measures to address programmatic gaps and improve overall quality of care
• Participate in surveys and health assessment to identify MHPSS risk factors in the affected communities and tailor the project to address such gaps
• Undertake other tasks as assigned by the by the MHPSS specialist to enable and contribute to IRC’s programming.

Development and capacity building

• Conduct capacity assessment of clinic staff to identify areas of growth
• Empower the Health Facility staff who provide MHPSS services through capacity building (e.g. mhGAP training and refreshers)
• Ensure proper documentation of all trainings sharing copies with MHPSS team for data management, M&E, and reporting.
• Conduct regular mentorship, coaching and training to clinic staff
• Provide training and technical supervision to CHWs/volunteers on community outreach, case finding, MHPSS awareness and psycho education
• Actively build their own and others’ capacity

Position reports to: Area Team Leader

Position directly supervises: N/A

Indirect Reporting: MHPSS Specialist

Other internal: Health Managers, Mentors, Field Coordinators, Protection Managers

Other external: Clinic staff, MoH, Consortium partners (PCI, PUI), MoH, WHO, other NGOs and UN agencies

Working Environment: This position is based in Zliten with daily travels to the pilot sites. Possible visits to Tunis, Tunisia


Qualifications

Requirements:

 Psychiatrist with 4 years of experience is required
 Trained on mhGAP is an additional advantage
 1-2 years of experience in the field of primary health care with in-depth technical knowledge of integration of MHPSS services in primary health care level is an asset
 Previous NGO experience preferred
 Experience in training and mentoring on MHPSS
 Experience in mental health and protection work with displaced persons, refugees, returnees
 Good problem solving skills and team management
 Good negotiation skills and networking
 Strong interpersonal and verbal communication skills
 Fluency in written and spoken English required
 Libyan national
