On behalf of Sanitation and Water for All (SWA), WHO, the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) and partners through the SWA Country Process Working Group (CPWG), developed a methodology to monitor the SWA Collaborative Behaviours (CB) and produced a first round of 37 CB Country Profiles for 2017, based on a process, methodology and indicators defined together with the CPWG. Information regarding the government and development partners is presented side-by-side to highlight areas of success and to encourage partners to identify areas needing action.

Sanitation and Water for All (SWA) is a global alliance of over 200 national governments, donors, civil society organizations, the private sector and other development partners working together to increase political will and strengthen resource allocations for water supply and sanitation.  Strengthening resource allocations will require improved mobilization and better targeting of resources by both national governments and development partners.  The goal of SWA is sanitation and water for all. 

How can you make a difference?

  1. Compilation of all the required data from the major published data sources including GLAAS, OECD, CPIA, PEFA and the countries’ respective supreme audit institutions (INTOSAI)
    1. Gather data from the latest sources including GLAAS, OECD, CPIA, PEFA and INTOSAI
    2. Input the data in the master template per indicator and per country
    3. Provide quality checks and controls on the data entries

  2. Calculation of the answers and scores of each indicator and sub-indicator
    1. Using the existing methodology, calculate the aggregate scores per indicator
    2. Conduct quick checks on the reliability of the outputs
    3. Provide updates to the Secretariat and the CPWG on any major gaps which may be related to the tool for data entry and calculation

  3. Preparation of an automated process for calculating scores
    1. Identify an appropriate software for automating the calculations
    2. Test the software
    3. Adjust the software and customize it for SWA use
    4. Provide the final software
    5.  Prepare a flexible and adaptable template for easy production of profiles by countries

  4. Production of individual SWA Collaborative Behaviours country profiles
    1. Link the outputs of the calculations from the indicators to the format of the SWA Collaborative Behaviour Country Profiles
    2. Test run sample profiles
    3. Fix any emerging gaps and problems with the format and outputs

  5. Liaising with graphic designer
    1. After receiving input from the Secretariat’s proof reader, liaise with the graphic designer on the lay out
    2. Make any amendments from both the proof reader and the graphic designer
    3. Produce the final profiles for digital and print format

  6. Make suggestions and pilot a model on how to use existing data to prepare country profiles based on the SWA framework and inclusive of the commitments tabled under the mutual accountability mechanism
    1. Using five country samples, provide options of how SWA partners could comprehensively compile existing data on all aspects of the SWA framework
    2. Pilot a few country profiles based on the SWA framework and including the commitments of each country
    3. Present the five samples to SWA including suggestions on the next steps

2 Calculation of the answers and scores of each indicator and sub-indicator - Using the existing methodology, calculate the aggregate scores per indicator - perform quick checks on the veracity of the outputs of the scores - Provide updates to the Secretariat and the CPWG on any major gaps which may be related to the tool for data entry and calculation - Revise the calculations if needed Preparation of an automated process for calculating scores - Identify an appropriate software for automating the calculations - Test the software - Make adjustments to the software and customize it for SWA use - Provide the final software - Prepare a flexible and adaptable template for easy production of profiles by countries:

Phase two

Make suggestions and pilot a model on how to use existing data to prepare country profiles based on the SWA framework and inclusive of the commitments tabled under the mutual accountability mechanism - Using five country samples, provide options of how SWA partners could comprehensively compile existing data on all aspects of the SWA framework - Pilot a few country profiles based on the SWA framework and including the commitments of each country - Present the five samples to SWA including suggestions on the next steps:

Reporting and coordination:

The incumbent will be remote-based and s/he will report to the WASH Specialist – SWA Country Engagement.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in development, communications for development, data and knowledge management or a related field.
  • A minimum of five (5) years of relevant professional experience in data management, knowledge and information management.
  • Experience in managing large data sets used for producing public-facing communications.
  • Experience in producing products for communications for development.
  • Expertise with data software such as excel and online platforms.
  • A profile with demonstrable experience and exposure to development sectors such as health, education and water and sanitation
  • Strong client focus with flexible and creative approach to problem solving. 
  • Track record of consulting on complex tasks which require technical knowledge and experience and submitting high quality and timely outputs.
  • Proven ability in delivering on self-managed work.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Duration of the consultancy:

62 days; Expected start date 16 September 2019 – 28 February 2020

Contract type: Applicants are requested to indicate a gross monthly fee.
