THE CONSULTANCY ASSIGNMENT

IDLO and KLRC seek to recruit one (1) legal expert to provide technical and advisory assistance to the KLRC in the development and review of legislation. 

The objectives of the Consultancy are to:

  • Develop legislation that is in compliance with the letter and spirit of the Constitution;
  • Review of existing legislation to comply with the letter and spirit of the Constitution;
  • Assist Ministries, Departments and Agencies at both levels of Government in the development and review of legislation;
  • Review and make recommendations in order to enhance legislative drafting in the Country; and 
  • Identify and recommend best practices in the development and review of legislation. 

Duties and Responsibilities:

The Consultants, under the direct supervision of the Secretary/CEO, Mr. Joash Dache, and the indirect supervision of the IDLO Country Director-Kenya, will perform substantive duties and responsibilities assigned to a Legal and Senior Legal Researcher that include: 

  • Conduct preliminary research on legislation, policy, and administrative procedures required to give effect to the Constitution at both levels of Government;
  • Collect and compile required legal data; 
  • Develop preliminary (Draft) legislation as assigned by the Secretary/CEO;
  • Undertake basic comparative analysis on legislation from other relevant jurisdictions;
  • Conduct preliminary research on international instruments in the review and development of legislation; 
  • Participate in stakeholder consultative forums and validation workshops; and
  • Respond to public enquires on various Policies and Legislation; 

The consultants will, at all times be guided by these terms of reference and will conduct their duties and perform their tasks with reasonable care, skill, in an efficient and professional manner while ensuring a high degree of quality in the output.

Reporting:

The consultants will report to the Secretary/CEO KLRC, the IDLO Country Director-Kenya and the IDLO Program Manager-Kenya and any other reporting line as may be determined by IDLO and KLRC.

Estimated timeframe and Compensation:

The consultant shall be engaged by IDLO for a period of six months 

Ideal Candidate Profile:

The Consultants should possess the following qualifications and experience:

  • A Bachelor’s degree in Law: a Master’s Degree in law or any relevant field will be an added advantage;
  • A minimum of 3 years’ experience in legislative review and development; 
  • A Minimum of 3 years of research, teaching or working experience in the areas constitutional implementation and legislative development; 
  • Excellent research, report writing and drafting skills; 
  • Demonstrable experience in Kenya’s legal system and constitutional reforms.
  • Excellent written and oral communication skills in English; and
  • Ability to work independently and respond to feedback in a timely and professional manner.
  • Computer literacy and proficiency with standard office applications
  • Strong research and analytical skills
