Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

Indonesia has joined the rank of middle-income countries. It is expected that the growing middle-class and their consumption continue to boost the aggregate demand, generating room for employment and wage growth. At the same time, Indonesia has been losing its competitiveness as a low-cost producer in the region. As the production gradually shifts to higher value-adding products and adopts labour-saving technologies, adjustments in the labour market are inevitable. Further, adjustment of labour input occurs frequently in the sectors that face fast changing consumer demand. In this light, mitigating the impact of such structural changes and labour adjustments on workers and facilitating the shift of affected workers from declining to emerging sectors are a top policy priority.

Unfortunately, the existing mechanisms fail to protect workers effectively in cases of job losses. Given a lack of employment insurance, severance pay and withdrawal of old-age saving (JHT) are main income protection against unemployment. However, severance pay is not often provided due to low compliance, especially in cases of insolvencies. Withdrawal of JHT reduces income security in retirement. While public employment services and re-training of workers are expected to help shift workers from one job to another, or from a declining sector to an emerging one, their capacity is rather modest in providing much needed services to jobseekers and incumbent workers whose jobs are at risk. If the unemployed cannot find a new job soon and afford a long period of joblessness, they are pushed into the informal economy. In addition, some of them may risk poverty particularly when their financial buffer against unemployment is thin. Socio-economic welfare of family members of the unemployed is affected including child education and access to health care.

Against this backdrop, the ILO will implement a 2-year project to strengthen the protection against unemployment in Indonesia. The project will provide technical assistance to the government and social partners on employment insurance and broader social protection reform, generate a training package for public employment service staff, and create training programmes on digital skills. The project responds to the request of the government and social partners.

The project team will consist of one half-time international Social Protection technical officer (P3), one National Project Officer on Social Protection (NO-B), one National Project Officer on Active Labour Market Policy (NO-B), one Communication Officer (NO-A) and one administration and financial assistant (GS-5). Technical specialists will backstop the project. The project will receive overall guidance from the Country Director of the ILO Jakarta office.

The Position

The National Project Officer (Social Protection) will coordinate and implement project activities under supervision of Employment Specialist of the ILO Jakarta Office. The incumbent will perform under technical guidance the social protection technical officer and under general guidance of the Country Director of the ILO Jakarta Office. The incumbent will receive technical guidance and support from ILO DWT Bangkok. The incumbent will work closely with ILO constituents and other relevant on-going ILO projects and programmes in Indonesia.

Description of Duties

The National Project Officer will perform the following technical and general tasks:

1. Plan, coordinate and implement assigned project activities under the guidance of the Employment Specialist, complying with the ILO policies, guidelines, rules and regulations. This includes consulting ILO’s tripartite constituents, preparing budget proposals of activities, and negotiating with and drafting terms of reference of contractors. Perform necessary administrative and financial procedures in consultation with the responsible units and officials;

2. Closely monitor and record the progress of the assigned project activities. Evaluate and document the impact of the activities. Draft portions of progress and final reports of project implementation;

3. Gather relevant information for project implementation and analyse it. This may entail desk review of policies and initiatives, socio-economic data, reports, as well as interviews with stakeholders. Draft summary reports of findings;

4. Participate in the preparation and/or implementation of conferences, seminars, workshops, national dialogue sessions, technical consultations, training sessions and other project meetings. Draft speeches, make presentations, draft summary outcomes and address meetings on behalf of the project.  When authorized, speak on behalf of the ILO when attending these gatherings alone;

5. Undertake missions independently or accompanying other officials;

6. Contribute innovative ideas for project strategies and programme/project development. Contribute to project proposals, programme background papers, reports as assigned;

7. Identify challenges and issues with project implementation, propose solutions and take agreed follow-up actions;

8. Establish and maintain close links with relevant national and local stakeholders, such as national and local authorities, employers’ and workers’ organizations and other stakeholders, active in the area of skills development and employment creation;

9. Serve as a focal point for social protection in CO-Jakarta, initiate and attend relevant dialogue, consultations, meetings and seminars focusing on social protection, including UN and development partners’ meetings to promote ILO policies regarding social protection; prepare minutes of these meetings;

10. Prepare briefs, background information, reports, and statistical data on status of project activities and summaries of relevant developments in the country;

11. Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the project activities in the country;

12. Promote ILO policies and core values in the related technical areas of the project;

13. Perform other duties as may be assigned by the supervisors.

Required qualifications
Education

First level university degree in a relevant field such as social protection, labour economics, development economics, econometrics, labour statistics and other social sciences.

Experience

At least three years of relevant professional experiences in the fields of social protection (particularly social insurance or contributory social protection) and development cooperation project implementation. Knowledge on social protection (especially social insurance schemes administered by BPJS Employment) is required.  Familiarity with BPJS Health, social assistance schemes including conditional cash transfers, social protection financing, actuarial sciences and/or public employment services would be an advantage.

Languages

Excellent command of English and Bahasa Indonesia in speaking and in writing
