Senior Project Assistant (UNOPS - LICA 5)

The incumbent normally receives guidance from the Head of the Policy Unit in the operation. He/she may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Project Associate.
S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.

The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor Project activities and implement administrative requirements under the Project.


2. Purpose and Scope of Assignment

The international obligations of Turkey and its national legislative framework on asylum have shaped the form of the current collaboration between UNHCR and DGMM. UNHCR has been supporting DGMM in Turkey in determination of international protection needs and declaration of statuses for identification of solutions. In view of the ongoing institutionalisation process of DGMM, UNHCR continues provision of intensive support to enhance technical and operational capacity of DGMM in delivery of the tasks entrusted to it.

In acknowledgment of its central place in refugee status determination procedures, DGMM is working to construct a sustainable Country of Origin Information (COI) system to ensure decisions rendered are solid and in compliance with the standards. In order to be able to have such capacity, DGMM is now looking into the ways to expand the technical capacity of its COI team recently reinforced.

Snr. Project Assistant in this respect, will provide support to the DGMM¿s COI team in researches, drafting of reports, translation of COI reports and compilation of information required for effective RSD procedures, and will assist development Standard Operational Procedures. S/he will also facilitate coordination between UNHCR and DGMM in realisation of COI related activities planned by UNHCR in support to DGMM.

The incumbent would perform under overall guidance of the Officer, under direct supervision of RSD Associate in the team and would also be responsible to the Officer in charge at DGMM. 


3. Monitoring and Progress Controls

RESPONSIBILITIES:

- Undertake proper collection,  monitoring of information by making use of baselines, standards, indicators and expected results of the work produced and share regular information with the direct supervisor in order to ensure effective implementation; and timely reporting of the work activities;
- Support UNHCR with planning functions and assist during the design, implementation and evaluation stages of the activities.
- Prepare status and progress reports, budget, financial reports and expenditure tables and draft routine correspondence;
- Prepare reports on the gaps and challenges in implementation and make recommendations for improvement.
- Provide technical assistance by establishing direct daily operational contact with DGMM staff in charge for effective implementation of the activities;
- Share regular information with the supervisor and the staff in charge at DGMM in order to ensure effective implementation of the work;
- Prepare background material for use in discussions, briefing sessions and trainings;
- Support DGMM and UNHCR in design and delivery of training activities, meetings and seminars;
- Support DGMM and UNHCR in logistical arrangements of the activities; undertake missions in order to make preparatory work of the activities in the field, as needed;
- Prepare and distribute minutes of the meetings; and reports of the activities;
- Provide interpretation and/or translation services in cases for which s/he has the required language competencies;
- Perform other duties as required.


4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

- Completion of Secondary education and post-secondary training/ certificate in Business Administration, Social Science, International Law or related field

b. Work Experience

- Minimum 2-4 years of previous relevant experience. (Advanced University degree and/or Master¿s degree may be considered towards work experience)

- Excellent knowledge of Turkish and fluency in English.

Desirable Qualifications & Competencies

- Knowledge of other UN languages is an asset.
- Knowledge of International Refugee Law and Human Rights Law and ability to apply the relevant legal principles.
- Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.
- Good knowledge of UNHCR financial rules, procedures and processes.
- Knowledge of UNHCR specific programmes (MSRP, Focus, etc.).
- Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities.
- Acquisition of good research skills (Data collection; analysis of information from different sources; critical thinking; planning and scheduling; critical analysis

REMUNERATION
A competitive compensation and benefits package is offered. Local UNOPS monthly fees are between TRY 7,090 and TRY 8,984 depending on relevant experience, dependency status and language proficiency.
