Background

Purpose
 
To provide expert advice related to final examination policy in secondary education in Serbia under the project “Support to Strategic Investments in Education”.
 
Objective
 
To ensure results oriented, effective, efficient and accountable implementation of the project activities and achievement of planned results.
 
Background Information
 
The project supports building the policy development capacities and teaching conditions of the of the Ministry of Education, Science and Technological Development (MESTD). UNDP will, with its emphasis on capacity development and knowledge management, support the MESTD to deliver efficiently the projects of strategic investment importance. 
 
In order to ensure timely and impactful implementation and to indemnify the Republic of Serbia from the potential interest and charges which would appear in case of slow pace of project implementation, there is a need to establish the Project Implementation Unit. 

Duties and Responsibilities

Measurable outputs of the work assignment:
 
Technical Advisor is responsible for providing expertise support to MoESTD related to developing final examination policy in secondary education in Serbia, with focus on result-oriented, effective, efficient and accountable implementation of the Component 2: Enhance capacities of the MESTD to establish dual education at secondary and high education, and of all the results and activities within this component, and by applying evidence-based approach. 
 
Specific responsibilities will include:
  • Contributing to the delivery of project activities within Component 2 related to policy analysis and development of education system, in particular those on final examination policy in secondary education;
  • Maintaining good cooperation and coordination between national counterparts, partners and other relevant stakeholders of importance activities within Component 2 related to the education policy, or, in particular, the secondary school examination policy;
  • Identifying, collecting and analyzing relevant policy-related information and data;
  • Capturing good practices and lessons learnt, particularly related to the secondary education examination policy;
  • Participation in meetings with the project beneficiary and relevant stakeholders when necessary or required by the Component 2 Manager;
  • Providing expert inputs to the preparation and delivery of trainings and other capacity building activities within Component 2;
  • Maintaining contacts with other members of the expert team within Component 2 to acquire and share relevant knowledge and information; 
  • Performing other duties as required by the Component 2 Manager.
Performance Indicators for evaluation of results
  • Component 2 outputs related to the secondary education system, and/or secondary school examination policy development delivered within the acceptable tolerances of time, cost and quality;
  • Regular contact with relevant ministries, other stakeholders and beneficiaries maintained;
  • Regular contacts with other members of the expert team and project management team; 
  • Reports on relevant Component 2 deliverables produced on time in line with quality standards.

Required Skills and Experience

Education:
  • University degree in law, social sciences, history, geography, pedagogy, or other related humane sciences;
  • MA degree would be considered an asset.
  • Work experience:
  • Minimum 10 years of relevant professional experience in the education system of Serbia as a  professor and/or teacher;
  • Minimum 10 years of experience in development of learning materials and analysis of results achieved in the process; 
  • Minimum 10 years of experience in final examination in secondary school analysis and development, i.e. as a mentor in the development of final examinations, and/or as a coordinator for the organisation of final examination in secondary schools; 
  • Experience of a member of commissions for final examination evaluation will be an advantage; 
  • Extensive experience in the development of annual systematization tests in secondary schoolS;
  • Experience in direct participation in the secondary school examination development will be considered as an asset.
Knowledge:
  • Excellent understanding of Serbia's socio-economic situation; 
  • Understanding of the current state of play and major development challenges;
  • Familiarity with the EU accession process and IPA and other donor assistance programming practices;
  • Knowledge in the use of computers and office software packages and handling of web-based management systems.
Language:
  • Excellent knowledge of written and spoken Serbian and English.
