UNICEF is implementing disaster risk reduction (DRR)-specific projects whilst ensuring that all sectoral initiatives (WASH, education, health, nutrition and child protection), in both development and humanitarian contexts are—as much as possible—risk-informed and enhance the resilience of children. UNICEF also maintains high levels of disaster preparedness as the country is regularly affected by rapid onset emergencies in addition to protracted humanitarian situations. As climate change impacts Myanmar and the region more every year, it’s important for UNICEF to understand the impacts and plan our programmes to be prepared accordingly. 

How can you make a difference?

This position is based in the UNICEF Myanmar Country Office (currently in Yangon but likely to move to Nay Pyi Taw in July 2020).  (S)he will work within the Emergency Unit (approximately 5 people), report to the DRR/CC Specialist and work closely with the Unit Chief and other Unit staff. S(he) will also liaise with focal points (or entire teams) from UNICEF’s sections on WASH, education, SPCRM, and health & nutrition supporting the mainstreaming of climate change and disaster risk reduction into sectoral interventions and policies.

Under the general supervision of the DRR/CC Specialist, the DRR/CC Officer will provide professional technical assistance and support for government policy/planning/capacity building, programme design/implementation, data analysis and evidence-building, progress reporting, and knowledge management in support of UNICEF Myanmar’s DRR/CC programme goals. This includes providing support to, and developing the capacity of, the Department of Disaster Management (DDM) and the Environmental Conservation Department (ECD) of the Ministry of Natural Resources and Environmental Conservation (MONREC)—among other sectoral ministries—and assisting with the identification of barriers and bottlenecks to government service delivery in UNICEF’s core areas.

To qualify as an advocate for every child you will have…

  • University degree in climate change, disaster risk management, social sciences, international relations, social policy, social development, community development, environmental sciences, or other relevant disciplines.
  • Two years of relevant professional work experience at the national and/or international levels in DRR/CC policy/planning support, project implementation / monitoring.
  • Field work experience desirable. Programme/project development experience desirable. Training/experience in integrated climate and disaster risk management highly desirable. Experience with public-private partnership desirable.
  • Relevant professional work experience with UN and NGOs would be highly desirable.
  • Fluency in English and Myanmar languages.
