Consultancy – Technical support on data management of HIV programme, UNICEF Thailand, Bangkok

To review national HIV data/treatment cascade data for all PLHIV and key populations. This also include identifying gaps in the data collection and management system including disaggregation of data based on sex, age group, location, population group, and other equity measures, including gaps from inaccurate data input/entry system. In addition, recommending corrective measures to facilitate documenting 90-90-90 targets of KPs in selected high-burden provinces.

Purpose of Assignment:

To review national HIV data/treatment cascade data for all PLHIV and key populations. This also include identifying gaps in the data collection and management system including disaggregation of data based on sex, age group, location, population group, and other equity measures, including gaps from inaccurate data input/entry system. In addition, recommending corrective measures to facilitate documenting 90-90-90 targets of KPs in selected high-burden provinces.

 

Background:

Thailand is committed to reach the 2030 goal of ending AIDS. The country has made tremendous progress towards the same and as first step it has successfully eliminated Mother to child transmission of HIV. There is a clear reduction in the overall HIV new infection, but Thailand’s HIV epidemic is still concentrated among young key populations such as men who have sex with men, transgender women, and people who inject drug, it is very vital that the country tracks the 90-90-90 HIV treatment cascade particularly for key populations. Although Thailand currently has robust case reporting systems, the treatment cascade among key populations remains limited. This must be addressed urgently in order to maintain a strategic approach to closing all the gaps in achieving 90/90/90 in Thailand.

 

UNICEF Thailand and UN Joint programme is in the , proposes to, to identify technical solution to achieve the quality HIV treatment cascade that reflects the 90-90-90 data of key populations disaggregated by sex, age group, location and population and other equity measures, a set of technical recommendations to fix the data gap at the frontline level and the national level, and finally the policy that enhance quality and effective implementation to achieve 90-90-90 for key populations.

 

Work Assignment:

  1. Review National AIDS program data (NAP data) dictionary and existing analysis syntax of NAP data
  2. Develop analysis syntax & analysis matrix for those indicators
  3. Develop national agreed minimum indicators, data flow and dummy tables
  4. Develop/refine operational definition and NAP database analysis syntax of national agreed indicators including HIV treatment cascade indicators
  5. Assist in analyse of NAP data and produce 90-90-90 HIV treatment cascade reflecting genuine situation of Thailand’s ending AIDS (All PLHIV and KPs and by age group, sex and province level)
  6. Develop visualization format/ design for future data presentation
  7. Review existing national indicators against international definition (Global AIDS Monitoring and WHO guideline)
  8. Provide technical recommendations on how to fix the identified gaps and accelerate Thailand’s ending AIDS by 2030

 

Work Schedule:

  • 20 September 2019: Consultative meeting with key stake holders and agrees on a data analysis plan
  • 30 October 2019: Analysis syntax produced for key-population HIV treatment cascade and table for such indicators
  • 30 October National indicator guideline (operational definition and analysis syntax) from NAP database for all PLHIV and KPs
  • 30 November: Visualization format/ design for future data presentation (NAP Page)

End Product:

  1. National indicator guideline (operational definition and analysis syntax) from NAP database for all PLHIV and KPs
  2. Analysis syntax produced for key-population HIV treatment cascade and table for such indicators
  3. Visualization format/ design for future data presentation (NAP Page)

 

Estimated Duration of Contract:  30 working days within 3 months, starting ASAP.

 

Qualifications or Specialized Knowledge/Experience Required:

  • University degree in Public Health or other related area.
  • Minimum 8-10 years of work experience in public health and HIV domain.
  • Ability to analyze large datasets and recommend corrective measures.
  • Experience in data analysis and programmes in the health or HIV domain.
  • Strong verbal and written communication skills.
  • Fluency in English and Thai language is a must.
  • Experience working with Thai Government will eb an advantage.
