Job Description

The HR Coordinator is responsible for providing strategic leadership. You will ensure high quality and efficient staff recruitment, contracts management, orientation, performance management, compensation and benefits, code of conduct compliance, employee engagement and staff care. You provide technical support and capacity building for the HR team, and will be liaising with the HR Managers to facilitate the development of a highly effective, strategic HR function. You will also be an HR Advisor for the country leadership team (CMT).

Your Job Scope includes but not limited to:

  • Implement IRC’s Global HR Operating Policies and Procedures and ensure all Generalist HR activities are carried-out in adherence to these standards and contextualized in Myanmar’s legal and operational requirements. This requires continuously improving National and international country level HR manuals in accordance with latest changes in IRC policies and procedures and incorporating legal input for compliance in policies.
  • Must be fully aware of international staff recruitment procedures, staff benefits and compensation systems, separation procedures and advise international staff on relocations and compensation and benefits related queries as per IRC policy and procedures.
  • Maintain all records relating to international staff employment in Myanmar and provide assistance in maintaining R&R system, Visa procedures coordination, leaves system, changes in employment status and contracting.
  • Develop, implement Payroll systems for local staff with complete audit trail of changes/documentation in coordination with Finance and senior management team. This includes safe keeping of Payroll data and maintaining confidentiality of compensation related information and ensuring Payroll/HRIS solutions are implemented in the country Program.
  • Ensure Regional and HQ level HR reporting are submitted on time with quality and system is developed to generate information as and when required.
  • Work with Country Senior Management Team to determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to develop and retain staff.
  • Oversee full-cycle recruitment process; Develop candidate rosters, employ creative sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
  • Manage, train, mentor HR team; create detailed plan to build capacity including performance objectives, recruitment and commitment to development.
  • Support the management, coaching and development of national staff to build a cadre of skilled, committed and highly motivated staff.
  • Work with HR Manager to update orientation/onboarding materials for new staff orientation and conduct training for all HR staff to carry out orientations effectively. Ensure revised staff orientation adequately covers issues such as IRC Way, IRC Anti-Harassment Policy and the various pre-existing channels for staff to report ethical issues, in country and beyond.
  • Work with management to conduct training sessions specifically aimed at compliance, transparent recruitment process, contract management, HR reporting, staff personnel files management and effective orientation.
  • Review contracts, employee data & records, leave administration and compliance to HR policies and procedures and work with HR Managers to conduct training aimed at all HR staff.
  • Review all personnel files and related HR documents country wide and work with HR team to ensure all files are up to date and in compliance with IRC policy.
  • Spearhead internal staff communications, team-building and employee engagement activities.
  • On an as needed basis liaise with the local legal counsel on HR issues that requires legal interpretations.
  • Manage the performance management process including creating a plan to manage annual reviews, conducting training on goal-setting, utilizing budgets to organize development activities and working one-on-one with employees.
  • Advance code of conduct issues, lead or co-lead investigations and ensure issues are resolved and appropriate follow-up is carried out, in partnership with RHRD and/or Ethics and Compliance Unit (ECU).
  • Oversee HR-related administrative duties and ensure they are compliant with existing legal and government reporting requirements.
  • In partnership with the Regional HR Director, develop and maintain an upto date compensation and benefit system including periodic salary surveys, salary structure adjustments, Insurance systems, staff benefits configuration and rewards management·
  • Ensure that the HR team is working in a harmonized manner with consistency among application of policy throughout all offices, and identify and implement mechanisms to ensure cooperation, communication and teamwork.
  • Manage exit management procedure to ensure seamless and positive transition for departing employee.
  • Respond to employee and/or supervisor requests, be well versed in IRC Global HR Policies, and provide weekly, monthly and quarterly HR metrics as required.Maintain and strengthen effective networking within HR teams of other INGOs for information sharing and best practices.
  • With HR Management, ensure staff understand and apply HR and IRC policy, and engage staff to foster and implement a creative and productive workplace that actively promotes learning and development.
  • Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff by delivering an employee engagement and communication strategy.
  • Provide constructive feedback and counsel on career paths and professional development for HR team and IRC staff; establish a culture of continuous learning opportunities.
  • Perform other tasks as requested by supervisor.

Qualifications

  • Minimum Bachelor’s and/or Master’s university degree in HR management, Business Administration, Law, or related field.
  • Minimum of 6 years progressive experience as an HR generalist in INGOs/Corporate sector with hands on knowledge on Employee relations, Technology based HR solutions,recruitments, performance management, compensation & Benefit management, Learning and development and HR Operations.
  • Must have at least 3 years’ experience on similar like or one step down position in large scale complex organizations.Preference will be given to

oProfessional experience with INGOs/NGOs and/or international experience

oKnowledge of Labor laws and implementing and using IT based HR solutions

oAbility to travel in the field

oTraining experience

  • Have demonstrated analytical abilities to develop and maintain data and generating reports for effective decision making. Open to change and advocate for changes in office environment and systems.
  • Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context.
  • Top-tier presentation and communication skills; ability to convey information effectively and solid experience providing training and staff development.

  • Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace.
  • Very strong proficiency in MS Word, Excel, and PowerPoint is required and exposure to using IT based HR solutions.
  • Excellent Fluency in spoken and written English and Myanmar
