Background and justification:

Digital engagement plays an important role in UNICEF's response to global shifts in the fields of communication, fundraising, advocacy and development. Use of digital media platforms helps position UNICEF in Belarus as a knowledge leader, expands outreach and broadens engagement around children's rights.

Effective use of digital channels for communication of UNICEF's key messages, through relevant content, experience and dialogue, allow individuals to connect directly with other individuals or groups, as well as brands and organisations, thus creating valuable relationships with both online and offline supporters.

In order to use digital communication platforms more effectively that will increase digital brand engagement UNICEF in Belarus would like to engage an individual consultant. 

Purpose and objectives:

Under the guidance and supervision of the Communication Officer, the consultant will assist UNICEF Belarus Country Office in (1) development and production of multimedia content in order to increase reach & effectiveness of visibility materials, (2) web-related activities, including drafting materials for the website and social media outreach and (3) integrating digital into all aspects of implementation of the Country Communications Strategy in line with the Global Communication and Public Advocacy Strategy.

Tasks and Deliverables:

Tasks

Social media management

Continuously update and implement UNICEF in Belarus's digital engagement strategy, using innovative approaches and activities to attract new audiences;

Increase UNICEF in Belarus social media reach by expanding presence at all relevant social media platforms and messengers; 

Maintain a web and social media calendar and content plans of key themes and coverage schedules according to the calendar;

Prepare social media packs for flagship events, initiatives, campaigns;

Actively engage with online audiences through social media channels.

Draft and maintain up-do-date the editorial plan for UNICEF’s digital channels

Identifying new influencers and bloggers with high levels of engagement and reach in social media, as well as an alignment with UNICEF’s core values and mission, to further dissemination materials and content generated by the organization.

Website update and content management

Draft and edit written materials in both Russian and English.

Manage Country Office website on a daily basis and ensure key deadlines are met for the dissemination of time-sensitive content; 

Generate and analyse reports on web traffic and KPIs using Google Analytics, Hootsuite, and other social media focused analytics channels.

Support with basic visibility design

Adapt multimedia assets from HQ Division of Communication for the local audience;

Draft tasks and work closely with external designers to make sure all visibility materials meet UNICEF visibility standards;

Maintain photo, video, design samples library in good order.

Participate in different communications and advocacy events, field trips and fundraising campaigns to generate (live) social media content

Reporting on a monthly basis with an agreed template.

SUPERVISION, WORK RELATIONS & OVERSIGHT

The consultant will report to Communication Officer for direct supervision. They will work in close cooperation with Programme Specialists, as well as Deputy Representative, and Representative.

TRAVEL Travel may be required. Travel expenses will be covered in accordance with UNICEF guidelines.

PAYMENT CONDITIONS

Remuneration amount will be based on the qualification of the consultant and will be paid monthly in accordance with daily rate upon certification of deliverables.

UNSATISFACTORY PERFORMANCE

Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and that UNICEF will be free to adapt and modify them in the future. This ToR is an integral part of the contract (SSA) signed with the consultant.

QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/ EXPERIENCE REQUIRED 

Education

- At least a Bachelor’s Degree in journalism, marketing, PR, digital communications, social sciences, communication or a related field.

Work experience

- At least 3 years of experience in social media management, PR, journalism or writing for the web;

- Demonstrated experience in maintaining social media accounts, especially VKontakte, Facebook, Instagram, Odnoklassniki, Viber/Telegram as well as experience with new media, preferably with a development organization; knowledge and understanding of the local and global digital landscape and trends;

- Experience with graphic design, ability to write technical specifications for designers, create simple designs for digital media purposes in open source graphic design programmes, such as Canva;

- Ability to integrate PR/communication initiatives with social media;

- Experience developing compelling content to generate response from audiences online;

- Experience in reporting on qualitative and quantitative analytics;

- Ability to take quality photographs and basic photo editing skills.

Language Proficiency

Fluency in both written and spoken Russian and English is essential.

PROCESS FOR APPLICATION

Proposal from candidates should include:

1) A completed UN P-11 form;

2) Cover letter;

3) One non-academic writing sample in Russian and one in English (social media posts, human story or journalistic piece, etc);

4) Two samples of graphics/images produced for social media in open source graphic design programmes, such as Canva;

5) Financial Proposal, indicating desired daily and monthly rates.
