BACKGROUND

As part of its commitment to enhance accountability and promote a culture of learning across the organization, IDLO will conduct a learning review of its strategic plan, Strategy 2020. The main aim of the Learning Review is to gather lessons from the 2017-2020 strategic cycle and promote internal learning based on key results (successes and challenges) across programmatic and organizational initiatives. Outcomes of the exercise will inform the development of the next strategic planning in 2020. The Learning Review is not an evaluation and is primarily intended to inform internal audiences.

THE ASSIGNMENT

Under the supervision of the Director of Research and Learning and close cooperation with the IDLO’s Senior Leadership Team (SLT) and the Office of the Director-General, the Consultant will perform the following duties:

  • Propose and validate an approach and methodology to conduct the Learning Review of Strategy 2020;
  • Guide and support the Learning Review, including through a series of learning exercises with the majority of core IDLO employees and a validation of findings with the SLT;
  • Analyze and identify relevant lessons and ensure verification through document review, learning exercises, interviews, and other relevant information-gathering methods; and
  • Deliver a lessons learned report (approximately 10-20 pages excluding Annexes, in English) that highlights key lessons from the implementation of Strategy 2020 as well as challenges and opportunities moving forward.

 SCOPE OF SERVICES & TIMELINE

  • September 2019 (20% of contract): develop approach and methodology for Learning Review of Strategy 2020 and detail a workplan for review and validation by the SLT.
  • October-November 2019 (40% of contract): conduct learning review exercises, including a minimum of four learning workshops with the majority of core IDLO employees.
  • November-December 2019 (40% of contract): conduct a validation workshop with the SLT and deliver a final comprehensive Learning Review report.

  Education, Work Experience and Languages

  • Advanced university degree and relevant professional qualifications of at least ten years in research, learning, and/or strategic planning.
  • Excellent communication skills in English with high quality report writing.

 Technical and behavioral competencies

  • Significant demonstrated experience in conducting learning reviews, strategic assessments or similar assignments and developing lessons for further action.
  • Demonstrated experience of similar projects with international organizations or UN entities.
  • Strong oral presentation, communication and inter-personal skills with ability to lead and engage participants in workshops.
  • A flexible attitude and keen sense of ethics and integrity.

TERMS AND CONDITIONS

The consultancy will be home-based for a period of approximately three (3) months between 10 September 2019 and 10 December 2019.

The total fixed lumpsum remuneration for the assignment will be €15,000.

Payment will be made based on completed deliverables and upon approval by the supervisor of each deliverable. IDLO shall be responsible only for Standard Mission Coverage for any required travel. Any taxes payable are the responsibility of the Consultant. Time is of the essence and agreed deadlines must be respected for full payment of compensation.
