Background

The “Horizons Strengthening community resilience in Abkhazia” (Horizons) project is implemented by the United Nations Development Programme (UNDP) in partnership with the United Nations Children’s Fund (UNICEF). 
 
The goal of the Horizons Project is to promote the social and economic resilience of local communities, especially youth, through improved access to high quality health and education services, as well as to address gaps in business and professional employment skills for youth, by enhancing young people’s access to knowledge and practical skills in entrepreneurship and vocational education. In doing so, the project aims to increase the space for reconciliation, confidence-building and social cohesion, thus expanding the ‘horizons’ of local communities affected by conflict. The project intends to achieve this goal through reaching targets within and across four primary objectives of the program:
  • Improved access to quality health services for vulnerable populations in Abkhazia;
  • Improved access to quality education, skills development and social participation opportunities for children and youth;
  • Enhanced dialogue across respective youth and professional groups;
  • Enhanced Business Development Skills and Access to Vocational Trainings for Young People.
Under the overall guidance of UNDP CPR Team Leader and direct supervision of the Project Manager, the Project Officer contributes to the implementation of the Community Health and Education/ Youth component of the Horizons project. Under community health component, the incumbent will ensure on improving the access to HIV/AIDS, hepatitis B and C, TB and STIs testing, counselling, awareness as well as strengthening the professional capacities of local medical professionals in evidence-based medical procedures. Under Education/Youth component, the incumbent will also ensure on improving the access to Internet connectivity for educational purposes; increasing the access to foreign language training; engaging youth participation in development activities and enhancing the knowledge and practical skills in modern methodologies of language teaching.
 
The Project Officer will work in close collaboration with the UNDP and UNICEF Project Coordination Unit, representatives of the donor agency, Programme and Operations Teams in the CO, as well as with UNDP Regional Hub and HQ staff, UN Agencies and other national and international partners.

Duties and Responsibilities

Under the overall guidance of UNDP CPR Team Leader and direct supervision of the Project Manager, the Project Officer contributes to the implementation of the Community Health and Education/ Youth component of the Horizons Project. 
 
The Project Officer is contributing to the planning, as well as s/he is responsible for the implementation of field activities, including collaboration with partner civil society organizations, local stakeholders, communities.
 
The incumbent facilitates the planning, management and monitoring of project activities including financial management (where necessary). The Project Officer applies and promotes the principles of results-based management (RBM), as well as a UNDP rules and regulations.
 
The Project Officer works in close collaboration with the UNDP team for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.
 
Summary of Key Functions:
  • Contribute to the Strategic Project Planning and ensure compliance of project deliverables with the RBM standards;
  • Plan, implement and monitor field activities with regard to Community Health and Education/Youth component; 
  • Build partnerships with key stakeholders at the local level; 
  • Ensure regular reporting to UNDP and updates for the donor;
  • Perform other relevant duties as required.
Contribute to the Strategic Project Planning (at both strategic and operational level) and ensure compliance of all project deliverables with the RBM standards:
  • Contribute to the development of the annual implementation plan and reporting, M&E plans;
  • Suggest strategies to the project management for improving the efficiency and effectiveness of the project component by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Contribute to analysis – undertaken by the project - of needs of Abkhazia people, gaps in development; support UNDP programming in Abkhazia.
Plan, implement and monitor field activities with regard to Community Health and Education/Youth component:
  • Plan, implement and monitor the activities under Component One (Community health) and Component Two (Education/ Youth) including, meetings with local stakeholders, communities, awareness raising and information sessions, coordination with partners, assisting in development of strategic priorities and project ideas etc.;
  • Support the missions of international and local consultants in performing relevant activities in Abkhazia;
  • Establish and maintains strong channels of communication with local partners (including CSOs, local institutions, communities etc.);
  • Facilitate knowledge management with regard to lessons learnt within the Project;
  • Plan and monitor activities implemented by Civil Society Organizations within responsible partnership agreements;
  • Provide timely reports. 
Build partnerships with key stakeholders at the local level: 
  • Ensure understanding of project goals, approaches and expected results by key partners at local level (local medical institutions, ASU, rural schools, civil society and other related organizations), through awareness raising initiatives and dissemination of information;
  • Through various interventions (meetings, presentation, monitoring, etc.) ensure the project buy-in from critical partners at the local level;
  • Maintain close relationships with stakeholders, by conducting analysis on interests of key groups, as well as analysis of risks and relevant mitigation activities.
Ensure regular reporting to UNDP and updates for the donor:
  • Design M&E tools (results snapshots, field visit plans, field visit report template, progress report template for the implementing organizations etc.);
  • Regularly visit project sites/events/activities/beneficiaries to monitor project’s progress against set indicators and collect relevant field data (e.g. field reports, video recordings, photos, human stories). Ensure collection and archiving of all project-relevant documentation to be used for reporting and communications;
  • Contribute to preparation of quarterly, annual, thematic and other reports – in format required by the donor and UNDP; Provide special ad-hoc reports to UNDP, and the donor through Project Manager;
  • Provide contribution to all corporate reporting and planning cycle of UNDP (e.g. ROAR, Integrated Work Plan, ATLAS Project progress reports, etc);
  • Provide updates for the donor about on-going activities (outside of regular reporting cycles), identify challenges and propose solutions;
  • Support and coordinate evaluations (if necessary), which meet evaluation policy standards of the UNDP; ensure systematic follow up on recommendations.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Social Sciences, Economics, Business Administration, Public Administration, Education, or a related discipline.
Experience:
  • At least 3 years of relevant experience in project planning and implementation or working with multiple stakeholders and communities;
  • Prior experience in networking and building partnerships; 
  • Experience of working with international and/or donor organizations, public institutions is a strong asset.
Other Requirements:
  • Fluency in English and Russian languages;
  • knowledge of other local languages is an asset;
  • Excellent computer skills.
