Position Overview

Pact is recruiting for a Project Director for an upcoming global project – Expanding Health Partnerships (EHP) under USAID’s existing New Partners Initiative Global Health Annual Program Statement (NPI GH APS) with the goal is to reach and sustain efforts to address health priorities to prevent child and maternal deaths, control the HIV/AIDS epidemic and combat infectious diseases globally. The project will aim to foster local partnerships to strengthen health services for improved accessibility, affordability, replicability, and/or accountability in support of improved health outcomes.

The Project Director will provide technical leadership, strategic planning and operational oversight for overall implementation of the EHP project and will serve as the primary liaison with USAID, project partners and relevant project stakeholders. The Project Director will have primary responsibility for achieving and executing the project’s vision and strategy, managing critical relationships with key partners to maximize synergy and collaboration, and ensuring that all contractual requirements are met on time and within budget. This position is contingent upon award and will report to the VP of Country Programs and Operations.

Key Responsibilities

  • Oversee technical direction of the project and project activities, providing leadership to the project team to ensure high quality programming to achieve project results.
  • Serve as the project’s primary liaison with USAID, partners, governments, and other key project stakeholders.
  • Manage and coordinate the implementation of activities across all members of the project’s consortium.
  • Oversee project planning (i.e., development of work plans and operating budget) and reporting (i.e., review and approve periodic budgets and reports).
  • Manage project budget to meet expected results, ensuring cost-effective use of donor and Pact resources.
  • Provides strategic management and oversight of the project’s subaward portfolio.
  • Ensure that all project reporting requirements are met to the highest standards.
  • Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
  • Ensure that program meets programmatic and financial targets and makes accurate projections.
  • Ensure close coordination with other NPI Rounds, USAID Projects, and relevant in-country initiatives.
  • Represent the project at conferences, working groups, and meetings to support USAID and Pact’s thought leadership in capacity development and health.
  • Provide regular written/oral program progress updates as requested.

Basic Requirements

  • Bachelor's degree (Masters or PhD preferred) in a relevant field, such as public health or international development.
  • Minimum of 13 years of senior-level experience in managing a complex activity in multiple countries, including prior Project Director, Team Leader, or Technical Director experience with proven project management, leadership, change/transformation management, and technical skills. (11 years and a Master's degree)
  • At least 5 years of experience managing highly complex large value USAID programs.
  • Demonstrated track record of successfully building and effectively managing diverse teams of employees.
  • Demonstrated effective interpersonal and creative problem-solving skills.
  • Demonstrated ethical management practices.
  • Ability to develop and maintain strong relationships with governments and civil society partners.
  • Professional-level English language skills (written and oral).
  • Ability to travel internationally periodically.
  • Eligibility to work in the US required.
  • Ability to travel internationally about 20-30% of the time.
