Background

BACKGROUND

  1. UNDP Afghanistan

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations System, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution, Presidential, Parliamentary and Provincial Council elections, institutional development through capacity building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programs have taken place nationwide. UNDP programmes in Afghanistan have benefited from the very active support of donors.

  1. Local Governance Project- Afghanistan (LoGo)

In line with the (2015-2019) Country Programme Document outcome 1 “Improved legitimate, transparent and inclusive governance at all levels that enables progressive realization of human rights”, UNDP developed a new five-year local governance project in partnership with the Government in Afghanistan. This project called Local Governance Project-Afghanistan (LoGo) started 1st October 2015 right after the project document was signed on 29 September 2015 by and between IDLG and UNDP Through LoGo project, the Independent Directorate of Local Governance (IDLG) and UNDP will jointly address the top three priorities of IDLG which are: 1) service delivery; 2) accountability; and 3) clear functions and mandates. The project builds on a new theory of change aimed at improving service delivery by enhancing the accountability and transparency of the local governments to the women and men of Afghanistan and building the capacity of the local governments to plan, budget and monitor service delivery effectively with the ultimate aim of increasing the legitimacy of the government and the trust between the state and society.

The Government of Islamic Republic of Afghanistan (GIRoA), with UNDP support, will focus on the following areas as the project outputs:

  • Capacity of PGOs and Provincial Councils improved for inclusive, accountable and transparent service delivery;

  • Municipalities are able to generate more revenues and deliver improved services in a transparent, accountable and participatory manner;

  • Civil Society and citizens have improved oversight capacity of local governance;

  • IDLG is able to develop and implement policies to improve local government accountability and service delivery.

Duties and Responsibilities

Duties and Responsibilities

Deputy Ministry of Municipality (DMM/IDLG) plans to develop a mobile application to interact with citizens electronically.

The consultant is hired to design and develop the following deliverables (mobile applications for Android OS with multiple languages Dari and Pashtu), in consultation with DMM, especially Director for E-System Development.

Deliverable One: Good Citizen Test (for over 18 years old)

Good Citizen Test is a three-component or sub-module test with the following functions:

  • Measures citizens’ overall understanding of urban culture and principles including rules and regulations;

    (It is to be designed in the form of multiple-choice questions, with content from DMM, to measure citizens’ understanding of urban culture and principles including rules and regulations. It is to display the test score, highlight pass for fail. It is expected to have 5 stages, each stage containing 10 questions);

  • Tests citizens’ behavior by exposing them to different scenarios and displaying (Good) or (Bad) Behavior in an interactive fashion;

    (It is to expose the citizen to at least three scenarios in three stages and identify how he/she behaves. Then, mark the behavior as good or bad, and then, calculate percentage of good or bad behavior.);

  • Amuses citizens with a module to identify/mark 10 good habits with regards to solid waste management;

    (It is to expose the citizen to at least 30 solid waste management animations to ask him/her to mark good habits, among them).

Deliverable Two: Urban Game (for under 18 years old)

Urban game has three sub-modules as follows. This is to note that DMM is flexible to creative solutions in terms of number of players in each module.

  • Recycling Module: it is to provide solid waste items out of which at least 5 recycled items can be made or can be used for decorating purposes;

  • Greening Module: it is to prove space in a house and let citizen do greening in various locations. It is to provide greening items like a cooking game;

Good Citizen Module: A citizen walks on a road and has to do several good things before he/she reaches a destination to prove he/she is good. It is to be in animation format.

Approach and methodology

The contractor is expected to provide the technical support to component in close coordination with municipalities under LoGo coverage.

Expected Outputs and Deliverables; Estimated duration to complete and Payment percentage:

  • First Deliverable: 22 working days; 50%

  • Good Citizen Test application to be tested and lunched for DMM and LoGo;

  • Good Citizen Test application finalized and submitted to the DMM and approved by DMM and LoGo.

  • Second Deliverable: 22 working days; 50%

  • Urban Game application to be tested and lunched for DMM and LoGo;

  • Urban Game application developed and submitted to DMM and approved by DMM and LoGo.

Governance and Accountability

The contractor will be tasked and supervised by the municipal component lead to delivery his assignment. S/he will provide regular consult and coordinate with LoGo counterparts (municipalities and DMM on delivery of the assignment and provide regular monthly report to LoGo management through municipal component lead.

Facilities:

The national consultant will work under the supervision of the LoGo-Afghanistan Municipalities Component Lead, and overall guidance of IDLG/DMM and LoGo-Afghanistan Project Manager. Contractor will be based at DMM working with them and the LoGo team. LoGo and DMM will provide him with office  space, communication package such as internet connectivity. UNDP-LoGo further provide him access to printer and copier during the office work. UNDP-LoGo will provide him transportation facilities when the contractor goes for meeting with counterparts on the assignment.  

Expected duration of the contract

The contractor is expected to delivery his assignment during the contract period with total number of 44 days. The contract is shall start from 15 Sep until 15 Nov 2019.

Duty Station

The duty station for the contractor is Kabul. The contractor is required to regularly report to office to delivery his assignment.

Payment Modality: 

Payments under the contract shall be delivery-based and be made on receipt of the specific milestone report as indicated above and including a timesheet according to UNDP procurement formats for individual contractors. Indicated payment instalments in the table above shall be made upon approval of deliverables by LoGo manager. The report on deliverables will be reviewed by LoGo team and upon confirmation of accuracy of product by LoGo projects, the payment shall be released.

Required Skills and Experience

Academic Qualifications:

  • Bachelor or master’s in computer science, software development or other related field, with 4 years’ experience with bachelor’s and 2 years’ experience with Master’s in the design and development of mobile applications.

Years of experience and skills:

  • Excellent Knowledge of Mobile Application Development Framework such as Android or IOS and programming languages such as Java/Python;

  • Practical experience in design and development of software’s like mobile applications, online applications, etc;

  • Excellent knowledge of Mobile Application Interface Designing tools;

  • Must have done at least one same level project;

  • Ability to work with minimal supervision;

  • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact and integrity;

  • Previous experience in similar assignments for UNDP, UN agency or any other credible organization or company is an advantage.

Language:

  • The consultant must be proficient in Pashto and/or Dari languages. S/he should also have a working knowledge of written and spoken English language.

Price Proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee which should be inclusive of his/her professional fee and transportation costs. The number of working days for which the daily fee shall be payable under the contract is maximum 44 working days.

The total professional fee, shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight 70%

Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Proposal (30 marks)

  • Technical Approach & Methodology (20 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;
  • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

Qualification and Experience (40 marks) [evaluation of CV, shortlisting]

  • Relevant education (15 marks);
  • Experience relevant to the assignment (25 marks).

Interested National consultants (Procurement) must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II);

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical Proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;

  • A methodology, on how they will approach and complete the assignment and work plan as indicated above;

  • Comprehensive work plan for entire consultancy period.
