Consultant: Special Hardship Allowance Baseline Study (4 months - 88 working days)

• The consultant will provide technical assistance on the following tasks: o Develop the monitoring and evaluation framework for determining the impact of the SHA new policy over time o Develop the detailed design for undertaking a Baseline Study aimed to established the situation prior to the implementation of the new SHA policy o Develop data collection protocols, procedures, and data analysis plan o Identify the next steps for evaluating the impact of the new SHA Policy o Identify possible risks or challenges that should be considered in the conduct of the Baseline Study and provide recommendations • The Consultant will be detailed full time at DepEd and reporting directly to the Chief of School Effectiveness Division and reporting periodically to the UNICEF Education Specialist. All cost of consultation workshops and production of discussion papers, questionnaires shall be covered by DepEd.

Major Tasks
• Develop:
o An overall workplan in consultation with DepEd and UNICEF which will include all phases of the work
o The overall monitoring and evaluation framework for determining the impact of the new SHA policy. This should include consultations with relevant stakeholders

o A research design for the SHA baseline study (including risk management strategy, and sources of relevant data to be collected from existing DepEd database)

o And pilot test baseline questionnaires
 
• Finalize the baseline study data collection protocols, procedures and data analysis plan anchored on the evaluation framework.
• Final report which include next steps that are critical to enable SED to evaluate the impact of the new SHA Policy
Deliverables
 
• Workplan accepted by DepEd and UNICEF
• Concept paper on the overall M&E Framework
• Research design for Baseline Study, including list of relevant data to be collected accepted by DepEd
• Final baseline questionnaires based on pilot
• Baseline Study Data collection and analysis protocols accepted by DepEd
• Proposed Implementation Plan detailing succeeding activities
 
Qualifications and Competencies of Successful Consultant
Completion of Master’s Degree courses related to:  Development Management, Statistics and/or Policy Development, Development Communication, Economics, Evaluation, Social Science Research, Education Research and related fields.  A minimum of 3 years of work experience in education research or policy development work is required. Demonstrated competency in data analysis and report writing, and fluency in English is required.
