Purpose

The purpose of this consultancy is to support the Ministry of Foreign Trade and Economic Relations of BiH (MoFTER) in implementation of energy management system, in accordance with the „Decision on the establishment of the energy management and the Energy Efficiency Information System in the state-level Institutions and on the mandatory data entry and regular reporting“. In this regard, two (2) national consultants for position of energy manager (hereinafter the Consultant) will be engaged.

Objective

The main objective of this consultancy is cooperation with energy manager-coordinator in front of MoFTER in the establishment, management and use of ISEE for state level buildings for the purpose of reporting, planning, monitoring and verification of energy and water savings.

Background Information

During the past five years UNDP has made a significant contribution in promotion of energy efficiency in BiH. The focus has been given to the introduction of energy efficiency in the public sector across Bosnia and Herzegovina by implementation of 137 energy efficiency infrastructure projects and applying EMIS (Energy Management Information System) into more than 5,000 public buildings through the Green Economic Development project. These activities resulted in annual CO2 emission reduction of about 11,300 tons, total annual costs savings of 4,000,000 BAM, better living quality for more than 109,000 users, creation of 1,700 “green jobs”, increased awareness and understanding for energy efficiency and its resulting benefits. Based on this experience and obvious results UNDP continues to promote and work on energy efficiency in public sector together with government of BiH on local and national level through different activities such as performance of energy audits, training for public administration management, EMIS installation, development of EE action plans, etc.

As the member of Energy Community, BiH took over the obligation for implementation of European Union Directives, and, inter alia, obligations in energy efficiency area. In accordance with assumed obligations, all governance levels in BiH have to conduct a series of measures to improve energy efficiency and to fulfil set targets. In order to improve energy efficiency area, public sector needs to monitor, analyse, and report on energy consumption, energy and cost savings in public sector buildings, as well as create and track implementation of energy efficiency operational plans. The first step towards the effective system which monitors the energy consumption, related energy costs, GHG emissions, and energy indicators is establishment of energy management system.

The energy management structure is fairly complex and at the state level, the Ministry of Foreign Trade and Economic Relations of BiH (MoFTER) is recognized as institution which will be, together with the Service for Common Affairs of the Institutions of BiH, in charge of monitoring and analysing energy consumption and savings within the institutions of BiH. The organizational scheme for energy management implies engagement of two energy managers. The incumbents will be based in MoFTER and Service for Common Affairs of the Institutions of BiH.

Duties and Responsibilities

For this consultancy assignment, two (2) consultants will be hired for the total level of effort at up to 390 days.  More concretely, the Consultant will be expected to perform the following tasks:

Task 1: The management and use of ISEE for state-level institutions. Regular monitoring, accuracy and quality of the database in the ISEE.

Task 2: Providing energy associates with direct or indirect access to energy and water consumption bills in case the Service is paying the costs for energy and water.

Task 3: Participation in the drafting of energy efficiency action and operational plans, which includes: analysis of collected data, assessment of priorities in the application of energy efficiency measures, planning of implementation of energy efficiency measures, introduction of criteria for reduction of GHG emissions, analysis of the feasibility of energy efficiency measures and planning financing mechanisms, in cooperation with the energy manager - coordinator in front of the Ministry.

Task 4: Creating annual reports on the fulfillment of the objectives defined through energy efficiency action plans and operational plans and on implemented energy efficiency measures in cooperation with the energy manager - coordinator in front of the Ministry.

Task 5: Creating semi-annual reports on the energy and water consumption at state-level institutions on the basis of reports received from the energy manager and/or energy associate.

Task 6: Cooperation with the Coordinator in front of the Ministry in the establishment, management and use of ISEE for state-level buildings for the purpose of reporting, planning, monitoring and verification of energy and water savings.

All the above listed tasks shall be performed under the supervision of UNDP GED Project Manager.

Academic Qualifications/Education:
