Background

The Integrated Local Development Project (ILDP) is a joint project of the Government of Switzerland and UNDP in Bosnia and Herzegovina (BiH) launched in 2008 with the aim to harmonise integrated and inclusive strategic planning at the local level. Through its previous two phases the ILDP made significant contribution in standardisation of planning approaches at local and cantonal level and supported 40 local and 10 cantonal governments in designing and implementing their development strategies. Furthermore, the project helped creation of foundations for establishment of strategic planning systems at the entity level, including financing mechanisms that provide targeted support to implementation of local development priorities country-wide. The project’s third consolidation phase seeks to further place efforts to scale up and consolidate knowledge and systems whose creation has been initiated back in 2008. To that end, the Project will provide assistance to a wide range of domestic partners to affirm a functional sub-national development planning and management system, which reinforces effective delivery of public policies – including those related to integration to the European Union – and thus contributes to better development results. The entity public financing mechanisms will reinforce the efforts of the system, ensuring vertical connectivity between higher government levels’ public funds and local priorities, contributing to improved local services, livelihoods and quality of life. 30 local and all 10 cantonal governments will strengthen their capacities to effectively address citizens’ needs and accelerate growth through inclusive development planning and management systems.
ILDP’s partners include entity institutions responsible for development planning, namely the Federation of Bosnia and Herzegovina (FBiH) Development Planning Institute and the Republika Srpska (RS) Strategic Planning and Policy Coordination Unit, all 10 cantons in the FBiH and ca 30 local governments. Other key project partners are the BiH Ministry for Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities. The project’s timeframe is 48 months (March 2017 – February 2021).
The SDGs Roll-out Support and Private Sector Engagement Project in BiH (SDG) is funded by the Swedish International Development Cooperation Agency (Sida) and implemented by UNDP under the overall coordination of the UN Resident Coordinator’s Office. The project overall goal is to contribute to translating the Agenda 2030 into action for the benefit of all its citizens. More specifically, the project seeks to prepare the public and private sector partners for implementation of the SDGs in BiH. This Outcome is to be achieved through two outputs that are complementary but distinct in terms of the stakeholder focus. While the first output is primarily focused on preparing institutions and key stakeholders for the SDG rollout, the second output is focused on the sensitization and engagement of the private sector in SDGs, recognizing the catalytic and transformational role the private sector as a key stakeholder has in the achievement of the SDGs. The project’s timeframe is 32 months (December 2017 – July 2020).

 

Duties and Responsibilities

Support the formulation and implementation of the projects communications and advocacy strategies and plans for ILDP/SDG projects:

  • Support identification of communications activities in line with the projects’ mandates and work plans, as well as UNDP CO’s strategic approach, guidelines and best practices;
  • Support implementation of PR, outreach and awareness-raising activities (including organizing and moderating media events and press conferences) and ensure they are in line with relevant and prescribed communication and PR guidelines and approaches fully aligned with the visibility needs and interests of the principal partners;
  • Produce periodical and ad hoc reports on communications activities, including analysis of media coverage/clipping;
  • Coordinate PR/communication activities and events with UNDP Communication Unit and keep Head of Unit informed about potential reputational risks or developments which may affect UNDP’s or donor’s image;
  • Maintain close contact with media representatives in the country, as per guidance and in coordination with UNDP Communications Unit, providing support to building partnership with the media;

Administrate relevant projects website subpages and social media:
 

  • Administrate relevant UNDP websites and social media platforms;
  • Support development and implementation of plans for online communications;
  • Ensure that the use of online channels is in line with UNDP global guidelines and best practices;
  • Develop communications content tailored for online communications.

Produce or support production of various PR and communication products for ILDP and SDG projects:

  • Photograph and produce content to promote the projects, their partners and results targeted audiences;
  • Capture high resolution images of individuals, groups, companies and events at field locations related to the implementation of the projects;
  • Establish and maintain archive  of photo and video materials for both projects;
  • Record video materials capturing project activities and results;
  • Support and oversee production and postproduction (including editing) of video materials (all formats) intended for TV broadcast and web video platforms (dissemination via Facebook, Youtube and designate websites).
  • Develop communications products and conduct activities that ensure effective communication with targeted audience(s), to include:

- Drafting and distributing media advisories and press releases;
- Producing success stories (human interest stories) and other communications products for distribution via national and local media, websites, social media and via UNDP BiH CO communication channels;
- Disseminating communications products to appropriate recipients;
- Monitoring media and informing designated staff on issues of relevance to ILDP and SDG projects;
- Drafting talking points, key messages and speeches for respective staff;
- Providing background information and briefing materials per request.

  • Provide support in delivery of creative and innovative ideas for print, web and interactive presentations;
  • Provide support to the design process for reports and presentations to be published by the projects, using a wide range of media;
  • Propose creative graphic and technical solutions;
  • Support organisation of project events from the communication perspective.

Support knowledge management and gender equality mainstreaming within the project

  • Support Project Manager in mainstreaming gender equality in the programme implementation
  • Ensures that project documents prepared by the incumbent are written using gender sensitive language
  • In the preparation of meetings/consultations/trainings ensures gender balance of participants as much as possible

Ensures facilitation of knowledge building and management

  • Support to Project staff and project teams/personnel in identification, documenting and drafting of best practices and lessons learned.
  • Organization of training for the project staff and project personnel on effective communications and advocacy.

Required Skills and Experience

Education: 

  • University degree in media and communications, journalism or related field;
  • Secondary education with additional three years of experience may  be accepted in lieu of a university degree.

Experience: 

  • Minimum 3 years (6 years with secondary education) of relevant experience delivering communication services to promote the activities of development organization;
  • Experience in producing communication materials (print and online) for a variety of media;
  • Excellent copywriting skills in languages of Bosnia and Herzegovina and English;
  • Excellent computer literacy, working knowledge of use of photo and video processing software;
  • Basic understanding of web development (HTML, PHP, etc) technologies;
  • Previous experience in producing interactive web content and high quality videos and photos;
  • Previous experience within the UN System is an advantage.

Language Requirements: 

  • Fluency in English and in languages of Bosnia and Herzegovina.
