1.    Organizational Context

 

  1. Organizational Setting

     

    The post is located in the News and Media Division, Office of the Director General.  The Division is responsible for creating and delivering clear, consistent, innovative and engaging news and media communications to promote understanding of intellectual property and of WIPO's work.

     

  2. Purpose Statement

     

    The incumbent is responsible for leading the formulation, planning and implementation of an integrated and innovative strategy of the Organization’s news and media activities, both external and internal, to promote understanding of intellectual property, to raise awareness and knowledge of WIPO's work, initiatives and achievements, and to substantively contribute to WIPO business growth and market proliferation.  The Director must work closely, seamlessly and effectively with the Director of Marketing and Customer Service and the Director of Publications, and directs the efforts of News and Media Division staff, establishing overall objectives and priorities for the optimal functioning of the Division and coordinating at the strategic and tactical levels with the other functions of the Organization.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Assistant Director General and Chief of Staff.

     

     

  4. Work Relations

     

    The incumbent coordinates with senior management and business units across the Organization, and as a tactical imperative works closely with the Marketing and Customer Service Division and the Publications Division to identify and support WIPO's strategic marketing and communications priorities.

     

     

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Provide strategic direction, advice and recommendations for the positioning of the Director General and the Organization in news and media to promote and advance the Strategic Goals of the Organization.  Prepare press releases for the Director General and the Organization, ensuring alignment to and consistency with WIPO’s branding and reputation.

 

b.  Provide strategic and practical guidance for the development and maintenance of strong, positive and productive relations with a broad range of print and digital news and media outlets and representatives, both in Geneva and globally, to drive growth in media interest and target areas, and ensure messaging from the Organization is optimized.  Ensure management and relevant staff have the skills and confidence to deliver appropriate messages during interviews with the media.  Represent the Organization before the news and media, and serve as WIPO’s spokesperson, as requested.

 

c.  Determine the Organization’s public engagement policy and guidelines, and lead the design, planning and implementation of strategic capacity building across the Organization for staff and non-staff in communications skills to clients and stakeholders.

 

d.  Provide strategic direction, advice and recommendations for the positioning of the Director General and the Organization in social media to promote and advance the Strategic Goals of the Organization.  Oversee and define engagement strategies, policies and approaches with relevant social media, and ensure the provision of strategic, timely and impactful content.  Working with the External Offices Coordination unit, develop policies, practices and systems to optimize the engagement of the External Offices with social media.

 

e.  Conceptualize and create opportunities for the optimization and growth of WIPO’s social media presence in order to increase effective engagement with existing and new target audiences globally.

 

f.   Ensure the expansion and maintenance of good relations with the public and improve public understanding of the Strategic Goals of the Organization through the development of high-quality video and photographic content.

 

g.  Formulate and implement the substantive annual work plan and program objectives for the Division, defining expected results and key performance indicators.  Prepare the biennial Program and Budget of the Division. Evaluate overall Division activities, initiatives and performance to measure impact and alignment with Organizational strategy and compliance with WIPO standards of accuracy, transparency and accountability.

 

h.  Exercise strategic human and financial asset management.  Deploy and allocate resources into value-added activities and initiatives, and away from areas without comparative advantage, in accordance with results-based management principles and framework as well as key performance indicators.  Ensure that key risks are identified, assessed and managed for the provision of high quality, effective and timely work products and services.

 

i.   Represent WIPO at key global events and internal and external meetings; promote the Organization’s work and achievements, build and maintain high level partnerships to promote WIPO’s role as the global forum for IP issues, provide substantive expertise and authoritative advice and recommendations on the Division’s work, and participate in policy discussion and formulation.

 

j.   Perform other related duties, as required.

 

 

3.     Requirements

 

Education

Essential

Advanced university degree in law, economics, international relations, management and administration, journalism, communications, a social science or related field.

 

Experience

Essential

At least 15 years of combined management and media/public communications, public advocacy or public relations experience in an organization involving a significant number of people with diverse and varied interests and backgrounds. Experience must include program planning and management.

 

Language

Essential

Excellent knowledge of written and spoken English and French.

 

Desirable

Knowledge of other UN language(s).

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the August 2019 rate of 71.8%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
