Background

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life, as envisaged by 2030 Agenda for Sustainable Development. The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan and help countries to achieve the Sustainable Development Goals.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.
 
BPPS supports UNDP’s 2014-2017 Strategic Plan, focusing on 7 outcomes including strengthening institutions to progressively deliver universal access to basic services (outcome 3). The HIV, Health and Development Group (HHD), within BPPS, is helping to contribute towards this outcome. 
 
UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty and the broader effort to achieve and sustain the Sustainable Development Goals. For example, UNDP works with countries to understand the social and economic factors that play a crucial role in driving health and disease, and to respond to such dynamics with appropriate policies and programmes outside the health sector. UNDP also has large environment and climate change portfolios, and promotes specific action on the needs and rights of women and girls. As a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multisectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. 
 
Building on its experiences in health, climate change and environment, and leveraging its core competencies in governance and poverty reduction, UNDP has started to address the nexus of environment, climate and health. Environmental pollution and climate change are one of the most significant global health and development challenges of the 21st century, and addressed in the 2030 Agenda for Sustainable Development. UNDP has a Memorandum of Understanding with both WHO and UNEP, framing the inter-agency collaboration on health, climate and environment. In addition to UN agencies, UNDP engages with NGOs, civil society and academic partners working on health, environment and climate. A theme closely related to environment and health is antimicrobial resistance (AMR), given that antibiotic resistant bacteria is found in water and soil all over the world.
 
Under the overall guidance of the Team Leader, Rights, Law, Gender and Access to Medicines, the Policy Specialist based in HQ is responsible for conducting research and analysis as well as advancing policies and partnerships to support the team’s efforts. As needed, s/he will also prepare for, and represent UNDP on, missions to assess policy contexts, support governments, engage civil society, and strengthen partnerships related to health, environment, climate and AMR. S/he collaborates with teams across UNDP and the UN system to support the provision of quality policy services and advance UNDP’s credibility in the areas related to health and environment. S/he is responsible for contributing to the following:
 
  • Policy Research and Knowledge Management.
  • Programme and Project Planning and Delivery Support. 
  • Partnership Support, Advocacy, and Communications.
 

Duties and Responsibilities

1. Policy Research and Knowledge Management:
 
  • Through in-depth research and analysis, contribute to the development and drafting of policy briefs, guidance notes and other knowledge products on environment and climate change related to health, and antimicrobial resistance;
  • Help develop related tools for the implementation of the SDGs, with a particular focus on environmental and social determinants of health, focusing on policy and institutional environments;  
  • Take part in the process of analyzing, improving and adapting policies for different contexts on key emerging policy agendas as appropriate; 
  • Keep an up-to-date library of relevant knowledge products, whether at the global, cross-regional or region-specific level to and proactively share documents with team members and respond to their specific requests for information; 
  • Contribute to the development and review of knowledge products in close coordination with HQ and regional hub teams by analyzing and sharing lessons learnt and programme evaluation results;
 
2. Programme and Project Planning and Delivery Support:
 
  • Support the development and formulation of new project proposals and workplans related to environment and health, including solar for health and AMR-related, as well as the timely completion of evaluation reports of existing initiatives;
  • Manage contracting and administrative processes relating to projects, including monitoring progress on deliverables and providing quality assurance;
  • Provide technical support to policy teams in the regional hubs and respond to country office needs as appropriate, including through the provision of capacity building and backstopping;
  • Prepare material as requested by supervisor to support the application of integrated multi-disciplinary approaches, including training materials and guidance notes for country offices.
 
3. Partnership Support, Advocacy, and Communications:
  • Support health team’s engagement in UN interagency coordination, such as the UN Inter-Agency Task Force on NCDs, by serving as focal point on thematic working group on Health and Environment, as well as by providing research insight and ensuring follow-up to tasks assigned to UNDP;
  • Support ongoing partnership efforts with WHO, UNEP, Health Care Without Harm, academic partners and relevant alliances (such as the Planetary Health Alliance and Global Alliance on Health and Pollution) on relevant thematic areas, including anti-microbial resistance;
  • Foster partnerships including for resource mobilization and advocacy activities with UN partners, permanent missions, NGOs, civil society, academic partners, and other stakeholders.
  • Prepare communication and advocacy materials on the importance of environment and health joint action to deepen related political commitment and related reforms, and clearly articulate UNDP’s supporting role.

Required Skills and Experience

Education:
 
  • Advanced university degree (Master’s or equivalent) in public health, law, economics or related disciplines.
Experience:
 
  • A minimum of 5 years of professional work experience in the area of health, environment and climate change, including at the global and/or regional levels.
  • Demonstrated ability to translate research and evidence into well-written, policy relevant communications, for example: policy briefs, discussion notes, academic papers, and guidance documents.  
  • Experience with policy research/analysis and methods for health and environment questions.
  • Experience working with UNDP/WHO/UN system and familiarity with the 2030 Agenda for Sustainable Development.
 
Language Requirements:
 
Fluency in English, both written and oral is required for this position.
