General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in political and/or social sciences, international studies, journalism, public policy, law or similar related fields or in lieu graduate from police or military academy with relevant professional experience

Experience:

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six years of diversified relevant and progressively responsible experience or experience in a relevant field or specialized subject area;
  • Proven experience in professional analyses, researching, drafting, editing, report writing and presentation skills;
  • Experienced in supervising and leading staff in an international and multicultural organization;
  • Proven experience of working in a demanding and constantly changing operational environment;
  • Well-developed management, negotiation, communication, organizational, interpersonal and leadership skills;
  • Ability to establish priorities and to plan, organize, co-ordinate and monitor the work of a number of staff in multi-disciplined activities and as appropriate provide advice and guidance to others;
  • Demonstrated conflict sensitivity, including an ability to apply conflict sensitivity principles into reporting;
  • Professional fluency in English with proven ability to communicate effectively and professional writing skills in the English language;
  • Ability to read and utilize maps;
  • Readiness to deploy to various locations within Ukraine;
  • Flexibility and ability to work within limited time frames and with minimum supervision;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into reporting tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and different professional experiences, diverse political views, while maintaining impartiality and objectivity;
  • Professional ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Possession of a current valid 'C' class (or similar) automobile driving license; 
  • Working knowledge of Russian and/or Ukrainian language(s).
 
 
 
 
Tasks and Responsibilities

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

The selected candidate will be deployed either in Donetsk or Luhansk region.

Under the direct supervision of the Team Leader, and overall guidance of the Head of Reporting and Political Analysis Unit in the Head Office, as Monitoring Team (MT) Reporting and Political Analysis Co-ordinator, you will perform the following duties:

  1. Managing the staff of the Monitoring Teams' Reporting and Political Cell (RPC) including all aspects of performance management;
  2. Advising team leadership on all reporting tasks and available resources within the RPC to achieve the mission mandate;
  3. Managing and co-ordinating the standards and editorial policy for all staff of the MT including quality control and the timely submission of reports;
  4. Integrating the reporting cycle with the SMM internal planning cycle in their MT in accordance with procedure;
  5. Constantly monitoring and evaluating all aspects of the RPC activities in the MT;
  6. Reporting on political developments to advise the team leadership;
  7. Participating in the management of critical incidents including Post-Incident Procedure;
  8. Overseeing and drafting regular and analytical reports, talking points, briefing materials and trend reports as required;
  9. Analysing data to ensure the consistency, accuracy, objectivity, impartiality and timeliness of reports; 
  10. Co-ordinating support for the development and delivery of training to build capacity in all areas in the MT;
  11. Integrating gender perspective in all activities and products produced by the reporting and political analysis cell;
  12. Participating in patrols and meetings as required;
  13. Reporting on and highlights Early Warning Indicators on behalf of the MT; 
  14. Performing other duties as required.
