USAID/Philippines is expecting to release a five-year Logistics Services in Mindanao (LSM) Activity. The purpose of LSM is to advance USAID's high standards of program design and management by providing demand-driven logistics services in difficult, restricted or non-permissive environments in Mindanao. The activity will provide security risk management and transportation services for short-term visits to Mindanao of USAID and USG officials and staff and USG visitors to appraise status of USG programs, and design and/or launch new activities. The activity will also provide all necessary logistical and support services for effective workshops, meetings, and high-level events for USG personnel. The LSM Activity is expected to start in April 2020.
Summary of Position:
Macfadden/PAE is seeking qualified candidates to fill the role of Logistics Manager for the anticipated USAID/Philippines Logistics Support for Mindanao Activity. Under the oversight of the Deputy Chief of Party/Financial Manager, the Logistics Manager will have the primary responsibility of managing an effective and efficient systems for all the logistical needs for delivering a high-quality activity. The activity headquarters will be in Zamboanga City with sub-offices in Cagayan de Oro and Davao. The ideal candidate must be willing to live in Zamboanga City, Philippines and travel throughout the country or region as needed.

Duties & Responsibilities
- Responsible for overseeing the budgeting, personnel and record keeping of the office.
- Ensure timely delivery of supplies and materials needed for the provision of transport, security, and information services.
- Establish and maintain a network of suppliers and service providers (such as hotels, transport, etc.) integral to the provision of efficient logistics support.
- Direct the provision of professional transport and related logistical services to USAID staff on official travel, such as transport to and from points of residence/lodging/official business/project sites, or other locations deemed necessary in the performance of official duties. The provision of these services are to be based on pre-approved (or as may be modified/directed by Logistics & Security Supporting authorities) travel itineraries, in accordance with existing USAID policies and procedures.
- Establish working relationship and coordination with JSOTF-P and RSO for VIP visits.
- Assist USAID and USAID implementing partners in organizing visits to project sites, meetings, workshops, and conferences, as requested by the COR.
Desired Qualifications
- Bachelors’ degree in management, engineering with training in logistics, or related fields.
- At least five years of progressive experience in managing logistics support services for international organizations or local organizations with international donor funding, preferably in conflict environments.
- Experience in managing a fleet of vehicles is desirable.
- Demonstrated knowledge in and use of office software (MS Word and/or MS Excel) necessary for budget preparation, office management, and correct formats for documentation.
- Familiarity in working in high stress/high risk areas where there may be occasion for on-site visitor to encounter hostile fire, requiring split second evacuation to identified “safe havens.”
- Ability to pass a security clearance: and
- Demonstrated English communication skills (written and oral) are required. Command of languages/dialects used in locations of USAID assistance is desirable.
