USAID/Philippines is expecting to release a five-year Logistics Services in Mindanao (LSM) Activity. The purpose of LSM is to advance USAID's high standards of program design and management by providing demand-driven logistics services in difficult, restricted or non-permissive environments in Mindanao. The activity will provide security risk management and transportation services for short-term visits to Mindanao of USAID and USG officials and staff and USG visitors to appraise status of USG programs, and design and/or launch new activities. The activity will also provide all necessary logistical and support services for effective workshops, meetings, and high-level events for USG personnel. The LSM Activity is expected to start in April 2020.

 

Summary of Position:

Macfadden/PAE is seeking qualified candidates to fill the role of Deputy Chief of Party/Finance Manager (DCOP/FM) for the anticipated USAID/Philippines Logistics Support for Mindanao Activity. Working under the overall direction of the Chief of Party (COP), the DCOP/FM will have the primary responsibility of assisting the COP in Activity implementation through supervision of financial, administrative, compliance, procurement, implementation oversight, and communications. The activity headquarters will be in Zamboanga City with sub-offices in Cagayan de Oro and Davao. The ideal candidate must be willing to live in Zamboanga City, Philippines and travel throughout the country or region as needed.

Duties & Responsibilities

  • Responsible for the operational implementation of the project under the direction of the COP
  • Lead the operations of the project, including financial management, contracting, grants, administration, human resources, IT, and program activities and other support services as required
  • Ability to act as COP in the COP’s absence
  • Collaborate with Macfadden/PAE Corporate office to support the program update
  • Oversee the management and disbursement of funds for the contract including maintaining an internationally recognized documentation system of accounting policies and procedures
  • Oversee the financial operations for all program activities: forecasting cash flow positions; ensuring sufficient funds are available to meet ongoing operational needs
  • Mitigate financial risk by only financing valid expenditures that adhere to U.S. financial regulations
  • Maintain project budget; support management on variances from budget and justifications; oversee project staff; and other tasks as assigned
  • Supervise operations staff
  • Support the COP’s leadership to provide strategic guidance, technical support, and management
  • Maintain relationships with client, stakeholders, and partners under the direction of the COP
  • Support meeting program requirements and compliance

 

Desired Qualifications

  • Advanced degree (i.e., a postgraduate degree, especially a masters degree or a doctorate) with at least five year of experience, or a bachelors degree with at least eight years of experience in a field relevant to the proposed position.
  • Experience with USAID-funded projects
  • Understanding of USAID policies and procedures and compliance
  • Experience managing grants under contract preferred
  • Financial experience supporting USAID and the commercial sector
  • Professional financial experience in international development programs
  • Strong communication and facilitator skills are required
  • Proficient with personal computers and capable of using Microsoft Office products such as Word, PowerPoint, Microsoft Project, and Excel
  • Ability to use Costpoint or other financial systems
  • Strong written and verbal communication skills
  • Strong interpersonal/diplomatic skills and cultural/political sensitivity
  • Strong institutional analytical and development skills
