The U.S. Agency for International Development’s (USAID) Office of U.S. Foreign Disaster Assistance (OFDA) in Washington DC receives applications from U.S. and non-U.S. applicants, many of which have not previously received a U.S. government funding. Macfadden, now part of PAE, who supports USAID/OFDA in funding humanitarian assistance programs, is seeking Junior and Mid-Level Grant Audit Specialists to help manage USAID/OFDA’s pre-award audit requirements.
KEY RESPONSIBILITIES
- Undertake pre-award, incurred cost, and follow-up surveys of NGOs on a required basis so that OFDA can make a responsibility determination based on the results per ADS 303.3.9.
- Perform reviews of non-U.S. NGO audit scope of work to ensure it meets USAID requirements.
- Assist non-US based NGOs to get CFO approval for the audit firms they hire to undertake audits.
- Review NGO annual audits to ensure they meet USAID requirements.
- Work with audit firms to ensure that audits are brought into compliance where necessary.
- Interface with the USAID audit branch on U.S. and non-U.S. NGO audit findings and draft Pre-Award Risk Assessment Determinations in accordance with ADS 303.3.9 and 2 CFR 200).
- Track audit status of all OFDA NGO partners.
- This position may require international travel for pre-award and follow up surveys.

- Ability to interpret, communicate and summarize audit findings and risks to non-financial professionals.
- Ability to pay strict attention to detail and quality and able to multi-task in a fast-paced environment.
Education, Experience and Skills for Jr. Level
BS/BA Degree in Accounting, Finance or a related field with a minimum of 1 year of professional experience and 2 years of audit experience is preferred.
- Education and experience in working with various US Government Agencies in an Inter-agency environment is a plus.
- Experience in identifying internal control weaknesses and corrective actions to address deficiencies are preferred.
- Audit experience and knowledge of the management of U.S. government grants, cooperative agreements or contracts.
- Requires familiarity of internal controls and compliance.
- Requires familiarity or training on Generally Accepted Accounting Principles (GAAP) or Generally Accepted Government Auditing Standards (GAGAS).
- Technical skills in accounting (e.g. CPA, Public Accounting) are preferred.
- Familiarity with the FAR, ADS, CFRs, OMB Circulars and other directives governing U.S. Government awards.
- Proficiency in utilizing various systems such as: MS Excel, MS SharePoint, Google Spreadsheets, and/or other U.S. Government internal operating systems.
- Requires effective verbal and written communication; ability to communicate well with the client and grantees.
- Must be able to obtain a Secret security clearance.
Education, Experience and Skills for Mid-Level
Master’s Degree in Accounting, Finance or a related field with a minimum of 6 years of professional experience is preferred.
BS/BA Degree in Accounting, Finance or related field with a minimum of 8 years of professional experience will also be considered.
- Education, experience, or training in working with various U.S. Government (USG) Agencies in an Inter-agency environment is a plus.
- Experience assisting recipients in remediating audit findings related to internal controls deficiencies.
- Requires financial management and report writing experience and knowledge of USAID audit requirements for U.S. and non-U.S. based grantees.
- Requires prior audit experience and knowledge of grants management.
- Requires experience in performing audits and/or Pre-Award Survey Reviews.
- Requires experience in performing internal controls and compliance reviews.
- Requires experience with Generally Accepted Accounting Principles (GAAP) or Generally Accepted Government Auditing Standards (GAGAS).
- Strong technical skills in accounting.
- Strong knowledge of the FAR, ADS, CFRs, OMB Circulars and other USG directives governing grants, cooperative agreements and contracts.
- Proficiency in basic Microsoft Office (including Word, Excel, PowerPoint).
- Requires strong verbal and written communication; ability to communicate well with the client and grantees.
- Must possess proficiency in writing complex reports and analyzing audit data.
- Must be able to obtain a security clearance.
U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored clearance.
