Peatland Policy and Planning Consultant, Central Kalimantan

The purpose of this assignment is to assist the government of Central Kalimantan to produce a peat ecosystem protection and management plan (RPPEG) aligned with green growth principles, to pave the way for a comprehensive provincial master plan for peatland restoration, conservation, and development.

The work will contribute to the achievement of GGGI’s Indonesia country program objectives to assist national and sub-national governments in the formulation of plans and enabling policies for green growth.

Scope of Work

 

The Consultant will assist the head of the provincial working group to prepare and draft the provincial peat ecosystem protection and management plan (RPPEG). According to Government Regulation No. 71 of 2014, the plan must address the utilization and protection of peatlands, including maintenance, protection, and monitoring of ecological quality and functions, as well as climate change adaptation and mitigation. The plan should also take account of the diversity of peatland characteristics and ecological functions; the distribution of human populations and of potential natural resources; local wisdom and public aspirations; climate change, and regional spatial plans.

The provincial environment agency (Dinas Lingkungan Hidup, or DLH) will engage a firm to carry out field data collection and other studies, stakeholder consultation, and analysis as a basis for the RPPEG. The firm will produce a technical report, to be completed in December 2019, which is expected to detail most of the data and assessments that will form the bulk of the RPPEG. The RPPEG itself will be produced by the working group, working in parallel with the firm, under the auspices of the DLH.

The Consultant will advise the head of the provincial working group on matters dealing with peatland-related policies and plans as well as on issues connected with ecosystem restoration and protection, the management of natural resources including land, water, and biota, institutional arrangements, and economic development including community development. Drawing on the technical report produced by the firm (see above) and other sources, the Consultant will also assist the head of the working group to draft the RPPEG document.

The Consultant will have three principal responsibilities:

  1. Advise GGGI and the head of the working group on all aspects of the peat ecosystem protection and management plan (RPPEG), with attention to peatland hydrological restoration, reforestation, and economic development including forestry- and agroforestry-based activities, as well as necessary governance structures, financing mechanisms, and results-based management and monitoring. This will involve regular consultations with the GGGI Sustainable Land-Use (SL) team, the CK provincial representative and GGGI Country Representative on all key aspects of the RPPEG developments.
  2. Draft sections of the RPPEG, as requested by the head of the working group.
  3. Review and edit the final draft of the RPPEG, in regular consultation with the GGGI SL team.

The Consultant will also write a brief final report to GGGI, summarizing the key elements of the RPPEG and its development, with recommendations for next steps and lessons to be applied in other provinces.

The Consultant’s official duty station will be Jakarta, but he or she is expected to spend a substantial amount of time (more than 20 working days) in Palangka Raya, working in close collaboration with the head of the working group, GGGI staff, and other government partners.

 

Output/Reporting Requirements/Deliverables

 

The Consultant will produce the following deliverables:

  • Annotated outline of the RPPEG noting sections to which the Consultant will devote particular attention, as agreed with the head of the working group;
  • Draft text of the RPPEG, with comments by the Consultant;
  • Final draft of the RPPEG, for submission by GGGI to the head of the working group;
  • Monthly reports, in English, reflecting advice provided to the working group and noting progress and problems arising in the completion of the RPPEG;
  • Final report on key elements of the RPPEG and its development, recommendations for next steps, and lessons learned.

The assignment will commence on or about 1 September 2019 and conclude by 31 May 2020. GGGI expects the bulk of the work to be completed by 31 January 2020. A detailed schedule will be agreed with the head of the provincial working group at the start of the Consultant’s assignment.

Payment will be based on approval by GGGI of the deliverables, not on the number of days worked.

Qualifications/Experience/Expertise

 

The Consultant must have the following qualifications:

  • Advanced degree (master’s or equivalent) in forestry, environmental management, or a related field;
  • At least 20 years of relevant professional experience, including at least 10 years in Indonesia;
  • In-depth knowledge of issues related to tropical peatlands and climate change, including an understanding of REDD+ in Indonesia;
  • Familiarity with Indonesian policies and regulations dealing with peatlands;
  • Proven capacity to present analytical work in clear and compelling reports with operational, actionable, recommendations;
  • Strong Indonesian language communication and writing skills; 
  • Strong organizational and analytical skills.
  • Experience in Central Kalimantan would be a strong advantage.
