Organizational Setting

The Office of Internal Oversight Services (OIOS) assists the Director General to strengthen the Agency's internal oversight and its ability to ensure management efficiency and programme effectiveness and to enhance accountability. OIOS comprises four major functional areas\: internal audit, investigation, management services and programme evaluation. OIOS provides the Director General and senior management with objective, independent and systematic assessments for the purpose of improving efficiency and effectiveness in programme delivery, improving accountability and ensuring sound governance.


Main Purpose

As a member of a team reporting to the Director of OIOS, the Investigator carries out special inquiries and investigations when there are indications that the IAEA's regulations, rules, policies and pertinent administrative instructions may have been violated or where irregularities in activities may have come to light. The results of the preliminary inquiry and investigation are used to draw factual conclusions about the allegations and to help management use the findings to take corrective and remedial action to recover any losses and to prevent recurrence.

Role

The incumbent is\: (i) an investigator, planning, conducting and reporting on investigations; (ii) an administrator of the case archives; (iii) a project manager for investigations conducted by external investigators; and (iv) an adviser to the Director of OIOS and senior management in cases of detected or reported potential misconduct.

Functions / Key Results Expected

Prioritizes, plans and implements investigative work in consultation with the Group Head of the Investigation function, develops terms of reference and investigative plans, and maintains records of all complaints and allegations of fraud and corruption from both internal and external sources.

Conducts investigations in accordance with generally recognized international investigative standards and internal procedures, utilizing information technology and data mining tools when appropriate.

Expediently prepares high quality investigative work product, including preliminary inquiry reports, work plans, reports of investigation and case closing memoranda, that analyses and clearly presents the information collected, is consistent with applicable policies and procedures and requires minimal revision. Keeps the Director informed of the status of implementation of corrective actions by management.

Oversees the work of investigative teams of contracted specialists, ensuring that outputs are delivered according to time, budget and quality standards, and reviewing investigative reports and work-papers/documentation.

Maintains and develops policies and procedures for the intake and assessment of complaints and allegations of misconduct, fraud and corruption emanating from within and outside the IAEA and for the initiation and conduct of OIOS investigations.

Ensures that lessons learned are considered and incorporated into procedures and policies and participate in fraud-awareness and other training programmes.

Participates in and conducts outreach activities to disseminate information about OIOS and the investigative process to staff and other stakeholders.

Contributes to the ongoing development of professional practices within OIOS, including exchange of experience with team members and external counterparts.

Performs other duties as required by the Group Head of the Investigation function.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in law, auditing, accounting, management or business administration or another relevant field.

At least seven years' experience as an investigator, preferably in a multicultural setting.
Experience in applying internationally recognized investigation techniques.
Experience working with multiple sectors, such as international organizations, governments, civil society and the private sector.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, German, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $72637 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 30435, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
