Project Overview:

ICMPD is inviting all interested candidates to apply for the Associate project Officer for the MC2CM Project. The Mediterranean City-to-City Migration Project (MC2CM) brings together experts and cities to contribute to improved migration governance at city level. The project is funded by the European Union through the Directorate General for Neighbourhood and Enlargement negotiations and co- funded by the Swiss Agency for Development and Cooperation. Since 2015, the project has brought together9citiesandstakeholdersfromEuropeandSouthernMediterraneanregion.Thesecondphase of the project started in 2018 and bring a scaling up of action and broadening of the network. Please note that this position is subject to approval and availability of project funds. Job Description:

The Associate Project Officer supports the MC2CM project team with organisation of project activities with a focus on the knowledge component, including research activities and production of research outputs as well as quality management of outputs ofthe for long-term experts, such as preparation of documents,supporttodeskresearchandinformationcollection,andcontributiontothedevelopment of guidelines and other tools. The Associate Project Officer supports coordination of activities with partners, beneficiaries and other stakeholders.

The Associate Project Officer assists in the planning, organisation and supervision of the work of experts and contractors ensuring high quality and timeliness of outputs. S/he assists in conceptualisation, planning and preparation of substantive project outputs. S/he produces project content and assists in assessment of achieved results for quality and impact and is responsible for a timely achievement of high-quality project outputs within the project(s) assigned and supports. 1The Associate Project Officer works within the Regional Coordination Office for the Mediterranean, under the supervision of the Project Manager for the MC2CM project and in close collaboration with other Project Teams.

Tasks and Responsibilities:

1. Planning and Implementation of Project Activities:

Plan and organise activities assigned to her/him by the project manager according to the project´s work plan and the needs of the Regional Coordination Office for the Mediterranean; Support the establishment, maintenance and facilitation collaboration between the project and its stakeholders to ensure that the scope and direction of knowledge activities remain relevant for achievement of the intended results;

Coordinate work of the experts, consultants and contractors ensuring that content and outputs are produced timely, according to project work plan and ICMPD´s quality standards; Review,commentuponandreviseoutputsandcontent(reports,studies,presentations,policy papers, publications);

Prepare invitations and receive registrations, identify and organise venue, travel, accommodation, and translation/interpretation;

Assist in preparation of substantive background papers for project events (meeting folders, speeches, presentations);

Draft project correspondence;

Carry out other tasks related to project implementation and the Regional Coordination Office for the Mediterranean activities, as assigned.

2. Project Administration and Compliance:

Ensure that administrative processes such as procurement and contracting are carried out promptly and in accordance with ICMPD rules and established business processes; Initiate and follow-up on recruitment processes of experts according to ICMPD´s recruitment procedures(preparerecruitmentrequests,organiseandparticipateinselectionprocessesand interview panels);

Plan and organise expert travel;

Initiate and follow-up on procurement processes according to ICMPD`s procurement rules, collect and compile quotations. Participate in evaluations of tenders as a member of the evaluation panel;

Manage expert and procurement contracts. Confirm receipt of services and initiate payments according to agreed payments schedule. Ensure preparation of timesheets for project experts and consultants. Evaluate the performance of experts according to ICMPD´s performance management system;

Maintain project documentation electronically and on physical file. 3. Project Content:

Assist in the planning and coordination of processes for production of project content

(research publications, studies, policy papers, thematic/sector reports etc) by: Assisting in selection of experts;

Conduct desk research, collecting and compiling data, materials and literature from various sources, analysing, drafting findings;

Editing/proof-reading and organising translation;

Review, comment upon and revise project content and ensure that project outputs are produced according to ICMPD´s quality standards.

Update project contacts database.

Prepare inputs to briefs, background papers, presentations, speeches. 2 Participate on behalf of ICMPD in conferences/meetings/seminars relevant for the respective areas of work.

Key Results:

Project activities related to the area of work organised and implemented according to work plan;

Project inputs administered according to ICMPD´s rules and processes and donor requirements;

Project outputs related to area of work delivered in a timely and qualitative manner; Substantive project content defined, formulated and produced according to highest analytical and professional standards.

Incumbent Profile:

A minimum of 1 year of position-relevant work experience in implementation of projects in the field of urban migration;

Substantive knowledge of migration issues, with proven experience in urban dimension of migration;

Experience in management of experts;

Experience in commissioning research/publications related to migration issues; Experience in urban planning and local policies is an asset;

Professional training in project cycle management is an asset;

Good analytical and drafting skills;

Good organisational skills;

Willingness to travel.

Corporate Qualifications:

Experience in an international context working with a range of partners, including research institutions and local administration officials;

Proficiency in (verbal/written) English and French; knowledge of Arabic is an asset; Master´s degree related to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP1 Grade, with an annual net-base salary starting at EUR 35.484. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
