Organizational Setting

The FAO Representation in Myanmar supports the Government in all aspects of agriculture development including ensuring that the country has the capacity to reduce the risks of and is well prepared for and effectively responds to food and agriculture threats and crises. FAO works on building resilient agriculture and food systems, ensures humanitarian policy coordination and liaises with humanitarian partners, co-leads Food Security Sector (FFS) with WFP, supports Food Security assessments and early warning activities. In line with FAO’s strategic objective to increase resilience of livelihoods to food and agriculture threats and crises (SO5), FAO Myanmar is implementing a number of projects in response to the recent crises in various States and Regions of Myanmar. The FAO Rakhine Programme includes several short and medium term projects aiming at improving household food security and increasing resilience to floods and cyclones in conflict and natural disaster prone areas with a focus on ethnic minority communities of Rakhine State.

More specifically, FAO Myanmar is starting the implementation of a European Union funded project entitled “Improvement of food security conditions of vulnerable population in Rakhine State” (Pro-Act). The overall objective of the Project is to contribute to the enhancement of food security conditions and resilience to socio-economic shocks and natural disasters in Rakhine State. The Project’s overall strategy will draw on lessons learned from previous and ongoing FAO Myanmar interventions and it will address low agriculture productivity and input/food purchasing power; household food insecurity and malnutrition and high vulnerability to socio-economic shocks and natural disasters.

Reporting Lines

Under the overall supervision and guidance of the FAO Representative in Myanmar, the direct supervision of the Emergency and Rehabilitation Officer, and under the technical guidance of the Lead Technical Officer (LTO) in RAP and FAO SP5 Team dedicated to Resilience, Emergency and Rehabilitation (Rome), in close collaboration and consultation with AFAOR (Programme), National Project Team and other relevant partners including government counterparts and the donor, the Project Coordinator will be responsible for coordinating project’ s activities by ensuring the overall management of the project including consistent planning, project technical supervision and coordination.

Tasks and responsibilities\:
  • Develop a detailed annual work plan related to the different project outputs and outcomes in collaboration with relevant project leads and senior staff;
  • Ensure the operational and technical supervision of the project as per FAO guidelines;
  • Develop the contractual implementation documents (Letters of Agreement) of the project;
  • Guide the Area Management International Consultant for Northern Rakhine and supervise the implementation of the work plan according to agreed schedule and technical requirements;
  • Plan and supervise the implementation of field activities\: provision of agriculture, livestock and aquaculture inputs, food-based nutrition good practices training, installation of equipment and infrastructure, collection and analysis of food security information etc. ;
  • Liaise with the FAO Country Office in Yangon regarding operational and logistics requirements of the planned interventions;
  • Guide the formulation and the implementation of a Monitoring, Evaluation and Learning plan to ensure activity monitoring, achievement of projects objectives and impact;
  • Ensure the design and the implementation of a solid Information Management System (IMS) with the objective to collect reliable resilience data that will help to learn from this information;
  • Coordinate the preparation of the project interim, annual and final reports.
  • Improve technical capacity of the project’s national staff, implementing partners and Ministry of Agriculture, Livestock and Irrigation relevant staff by organizing training, coaching and close supervision;
  • Participate in meetings with partners and government counterparts at local level, as required for successful operation and implementation of the project;
  • Develop and maintain regular contacts and partnership with local and international organizations, stakeholders, civil society and other humanitarian and development actors;
  • In relation to the communication strategy and expertise of FAO Myanmar, ensure the development of a successful communication strategy for all programs in Rakhine, in order to ensure adequate access to information for all actors involved via different means of communication;
  • Represent FAO at Rakhine level in all local coordination fora in the absence of the Emergency project manager based in Sittwe;

Minimum Requirements
  • Advanced university degree in agriculture, livestock, aquaculture, economics, social science or related field;
  • Seven years of relevant experience in management and coordination of food security, resilience, and rural development programs, or related area;
  • A minimum of five years of experience in managing a multidisciplinary field team;
  • Working knowledge of English, French or Spanish essential and limited knowledge of one of the other two or Arabic, Chinese, Russian

Preferred Qualifications
  • Relevant experience in the United Nations system;
  • Experience in the implementation of EU funded projects and knowledge of EU project management rules and regulations;
  • Understanding of FAO policies and programmes is considered a strong asset;
  • Work experience in more than one location or area of work, particularly in field positions is desirable;
Selection Criteria
  • Expertise in management of food security, resilience, and rural development projects, or related area;
  • Relevant experience in programme/project formulation, analysis, planning and implementation;
  • Extent of relevant experience with internationally funded projects.
  • Extend working experience in a complex, international, geographically dispersed, with inter-disciplinary team environment.
  • Understanding of FAO policies and programmes is considered a strong asset;
  • Willingness and ability to travel to remote, rural locations, Team player
  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Extent and relevance of experience in programme/project formulation, analysis, planning and implementation;
  • Extent and relevance of experience in conflict analysis methodologies, do not harm approach and program management in protracted crisis areas;
  • Good communication, analytical and writing skills;
  • Extent of knowledge of planning and budgetary processes and associated tools;
  • Relevant experience in Rakhine State of Myanmar in analysis, planning and project implementation.
