DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant. 

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall Purpose of the role:

The Community Safety facilitators (CSFs) play a key role in implementing DDG’s community safety project in the target district of Saaxo, Towfiq and Galkayo district. They work directly with communities and local authorities to strengthen their capacity to improve safety at the community level. This includes, but is not limited to, building capacity of the CPDC, work closing with CPDC, facilitating community engagement and participation in the community safety project; engaging with key stakeholders, mapping key actors in the target district; engaging local authorities and supporting capacity building; training local communities; supporting dialogue between communities and local authorities and security providers.                                                                                  



·       Act as primary link and channel for communication between communities, local authorities and DRC/DDG

·       Supporting the mapping and identification of project locations and key stakeholders in accordance with DRC / DDG selection criteria and process

·       Along the project team, community facilitator will build the capacity of the CPDC committees to monitor the actions of the police and hold them accountable.

·       Ensure the facilitation of monthly Community-Police Dialogue and cooperation meeting.

·       Guide the community as well as the CPDC on grant mechanism to Support CPDC Plans:

·       Facilitate the ground work and assist the ministry of security during the police capacity assessment.

·       Facilitate the engagement and participation of communities and local authorities in the programme

·       Ensure good cooperation with partners and other organizations’ working in the project areas

·       Provide inputs and participate in the baseline study and other research activities

·       Facilitate awareness, dialogue and other activities aimed at reducing conflict and improving community safe& security including activities to strengthen local conflict management capacity and to promote better collaboration between local communities and formal security providers

·       Support the regular monitoring project activities including the construction activities.

Experience, education and technical competencies 


·       A university Degree/Diploma preferably in conflict Studies, development studies Social science or related field

·       Minimum 1-2 years of experience in conflict resolution.

·       Strong ability to communicate with different groups of people, including community leaders and members, security providers, and local authorities.

·       Strong understanding of dynamics that lead to army conflict and community insecurity.

·       Experience with community peace and development work

·       Strong ability to communicate with different groups of people, including community leaders and members, security providers, and local authorities

Duration:           5 months contract
