Purpose

UNDP within the project Green Economic Development – Environment (GED), in Bosnia and Herzegovina is seeking to recruit a consultant to conduct a quality assurance during the specific reconstruction works on eight complex public buildings where UNDP is implementing a project that focuses on improvement of energy efficiency in public sector.

Objective

Under the overall guidance and direct supervision of the Project Manager, the National consultant will be responsible to conduct quality assessment of technical design documents for infrastructure interventions, prepared BoQs for rehabilitation of complex public buildings, participate in tender procedure and finally provide the supervision/quality assurance and second-level verification of the quality execution of the Contracts as specified in this ToR.

The Consultant’s engagement will support UNDP in finalizing tendering documentation and supervision/quality control for rehabilitation of complex public buildings across Bosnia and Herzegovina, by verification of prepared BoQs and basic drawings for rehabilitation of public buildings, primarily taking into consideration principles of Energy Efficiency in construction (thermal insulation, EE joinery, EE heating etc.) and act as a supervision/ quality control.

Background Information

During the past five years UNDP has made a significant contribution in promotion of energy efficiency in BiH. The focus has been given to the introduction of energy efficiency in the public sector across Bosnia and Herzegovina by implementation of 137 energy efficiency infrastructure projects and applying EMIS (Energy Management Information System) into more than 5,000 public buildings through the Green Economic Development project. These activities resulted in annual CO2 emission reduction of about 11,300 tons, total annual costs savings of 4,000,000 BAM, better living quality for more than 109,000 users, creation of 1,700 “green jobs”, increased awareness and understanding for energy efficiency and its resulting benefits. Based on this experience and obvious results UNDP continues to promote and work on energy efficiency in public sector together with government of BiH on local and national level through different activities such as performance of energy audits, training for public administration management, EMIS installation, development of EE action plans, etc.

As the member of Energy Community, BiH took over the obligation for implementation of European Union Directives, and, inter alia, obligations in energy efficiency area. In accordance with assumed obligations, all governance levels in BiH have to conduct a series of measures to improve energy efficiency and to fulfil set targets.

Duties and Responsibilities

The consultant will be responsible to provide following services:

  1. The Engineer shall conduct the quality assessment of detailed BoQs for rehabilitation of complex public buildings, and if needed, review and adjust detailed BoQs for rehabilitation of complex public buildings, communicate results to EE team and contribute to preparation of tendering procedures for rehabilitation works. If necessary, the Engineer shall perform field visits to selected public building that are the subject of quality assessment and, identify scope of works needed for appropriate energy efficiency improvement of the building.
  2. The Engineer is responsible to review any existing project documentation (project design, drawings, sketches etc.) and ensure that all relevant data and information are incorporated into final BoQ for tendering the rehabilitation works, after conducted quality assessment.
  3. While the primary site supervision will be done by the Expert Supervisors, and in some occasions the Engineer (in case of less complex works), the Engineer recruited under this ToR will provide the second-level verification/ quality assurance of the Contract execution. This verification will include direct communication with the supervision companies, end-user/beneficiary appointed supervisions and the Contractors.
  4. The Engineer will be the primary contact for the supervision companies and the Contractors for any issues concerning progress, variations, payments, and any other issues that are subject to consultations and/or approval of UNDP.
  5. The Engineer shall organize regular meetings with UNDP, the representative of the Contractor and the supervision companies, in order to verify that the Works are progressing as planned and are executed in accordance with the Contract.
  6. The Engineer shall provide UNDP with final reports on the status of BoQ.
  7. The Engineer will maintain archives of any correspondence, documents, reports, drawings, or any other materials relevant for the execution of the Contract, progress of the works and supervision companies.
  8. The Engineer shall, together with supervision companies, visit the Site minimum once in a week during the execution of this assignment.
  9. The Engineer shall, after consultations with the Contractor and the supervision companies, inform UNDP of any needs for variations in quantity or quality of the Works, in whole or in part, that are deemed necessary by the Engineer or the supervision companies. For any such variations, the Engineer will seek the approval of UNDP and prepare corresponding Change Orders to the Contractor.

Services shall be completed fully in accordance with the relevant national legislation and professional standards.

The consultancy is expected to last up to 120 working days, in the period from October 2019 to January 2021. The assignment will not require presence in the UNDP premises.

Required Skills and Experience

Academic Qualifications/Education:

  • Minimum of BSc in Civil engineering or Architecture;

Experience:

  • Minimum 15 years of professional experience in the relevant field of civil engineering, especially in preparation of construction technical documentation; 
  • Experience in working in complex environments and large infrastructure and/or civil works, particularly in the field of construction, technical project documentation development as well as construction supervision;
  • Experience in technical design of high-rise structure is an asset;
  • Experience on same projects with focus on implementation/ supervision/ quality control on energy efficiency in construction. Minimum 30 BoQs, supervisions and quality controls conducted;
  • Working experience within the area of preparation, implementation and monitoring of technical/(re)construction projects; methodological and calculation skills;
  • Excellent and proven experience in dealing with contractors and local partners;

Languages Requirements:

  • Fluency in both written and spoken B/H/S languages as well as English language  is a must;

Other Requirements:

  • Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts, by-laws regulating the construction of similar public facilities, technical regulations, general and special technical conditions and professional codes;
  • Extensive knowledge and understanding of environment, climate change and EE issues and their importance in the regional and local context to be able to take into consideration energy efficiency standards as much as possible as well as introduction of use of renewable energy sources as part of preparation of specific technical documentation will be considered as an asset;
  • Knowledge of BiH regulations and requirements on procurement, tendering and contracting;
  • Familiarity with implementation and of technical/(re)construction projects; methodological and calculation skills;
  • Familiarity with UN system and the UNDP rules, procedures and regulations would be advantage.
