Background:

The Danish Refugee Council (DRC) / Danish Demining Group (DDG) are an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity is central to all that we do. DRC/DDG has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.

To support and strengthen the DRC / DDG programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of

Safety and Liaison Manager (Re-advertised)

Duty Station:                     Sittwe, Rakhine State, frequently travel to Mrauk Oo and Maungdaw

Reporting to:                     Area Manager

Direct reports:         Staff within sector – Government Liaison and safety/Security Staff, other staff/departments as required.

 

The overall purpose of this position

The Safety and Liaison Manager reports directly to the DRC/ DDG Area Manager for Rakhine State. He/ She will be responsible for ensuring strong and effective Government relations (both proactively and reactively), and the safety and security of all DRC's staff in Rakhine State (over 200 staff, including 15-18 international staff, across 3 operational field bases), as well as acting as the principal focal point for DRC's Maungdaw field base.

Main areas of responsibility will cover the areas of 1) representation and communication, 2) Government Relations and coordination, 3) security information gathering and analysis, and 4) Staff safety and security training, awareness raising and support, in addition to supporting the Area Manager in his or her duties, following and enforcing organizational guidelines, policies and procedures, and coordinating the senior national staff group.

Geographic scope: Area (Rakhine)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides security/safety support and/or contextual guidance to base operations. This role covers all DRC Rakhine areas of operation – Sittwe, Mrauk'Oo and Maungdaw field bases. The position is based in Sittwe, with regular (monthly) travel to both Mrauk'U and Maungdaw.

 

Main Responsibilities

Representation and Communication / Government Liaison (in coordination with Government Liaison Coordinator in Yangon)

  • Help strengthen the relations and partnership with local and state authorities and local actors in general, via a mixture of proactive and reactive Government
  • Liaison, including with Rakhine State Government (RSG), Camp management Committees (CMC), District, Township and Village Authorities. Lead the
  • Government Liaison team to deal with any day to day arising issues in support of programme teams.
  • Represent DRC to the RSG and other humanitarian/ development actors in relevant forums
  • Represent DRC to donors during field visits, and lead on preparation of such visits. Keep track of such visits and ensure appropriate programme team
  • Representation and logistical/administrative support
  • Support the start-up of DDG (mine risk education), and other new programmes, in Rakhine State, which involves working closely with Government agencies and officials
  • Ensure DRC’s roles, responsibilities, and interventions are communicated effectively both to the RSG and the wider Rakhine community; monitoring perceptions
  • ·of DRC within these channels and advising Area Manager on appropriate pro-active or re-active measures
  • Oversee reporting for authorities, as well as preparing appropriate support letters and documentation as required for administrative and programmatic
  • activities
  • Line manage the Government Liaison Specialist, and Government Liaison Assistant, to prepare and submit Travel Authorisations, Construction and Distribution
  • Approvals, and any other documentation or approvals as required, as well as to trouble-shoot day-t0-day issues arising in the field
  • Manage a system of proactive Government Liaison, by sharing information, tracking approvals, organising events with Government Officials, dealing with
  • any issues arising at checkpoints, etc. (sometimes directly undertaking these activities, other times managing Government Liaison staff to do so).

     

    Coordination

  • Ensure effective coordination with other agencies including proactive participation in technical or coordination meetings with UN agencies, other INGOs,
  • CBOs and other relevant meetings, as required
  • Assist the Area Manager in the overall coordination of the Rakhine Programme, as required
  • Lead the senior national staff group, chairing regular meetings of senior national staff, and feeding into the Rakhine Senior Management Team (SMT)
  • Lead on all Government Liaison, and national staff, coordination forums with other NGOs and UN
  • Develop an engagement strategy for DRC to work with CBOs and lead on implementation of this strategy

     

    Programme Support

  • Provide support to Project Coordinators on programmatic issues, with day-to-day issues and problems affecting programme implementation (e.g. land use
  • issues, community acceptance), and with translation for major issues and events, as required
  • Assist the Area Manager in programme development, especially contextual input and analysis, and ensuring security/safety considerations are included
  • (and budgeted) in donor proposals, concept notes, etc.
  • Provide leadership and capacity building support for national staff team leaders, ensuring that challenges and problems are openly and effectively reported
  • Assist the Area Manager in programme development including assessment of activities, inputs to concept notes and proposals for funding opportunities
  • Manage specific elements of support budget for Sittwe field base operations and staff
  • Support planning and implementation of DRC Pre-Annual review for Rakhine (led by DRC Head of Programmes)
  • Ensure adherence to HAP principles and practices
  • May be requested to support with Code of conduct trainings, and investigation if required (in support of HR/Admin department)

     

    Access and Security

  • Keep track of, and analyse all access and security-related information related to DRC operations in Rakhine State, and advise the Area Manager and
  • Programme Manager accordingly
  • Support the Rakhine Area Manager, and Mrauk'U Base Manager, to roll out remote access working modalities, advising and guiding on the relevance and
  • Practicality of such measures

     

    Line manage a Safety/Security Officer, to conduct the following tasks:

  • Lead on safety/security trainings, capacity building and awareness raising amongst both national and international staff
  • Maintain keen awareness of the local security situation and any relevant safety issues; report these issues immediately to the Area Manager,
  • Supply Chain Manager and Yangon-based Security Focal Point; provide recommendations to the AM, SSM and SFP on mitigation/ preparedness/
  • response measures to be taken; contribute towards programme risk analysis. Main security focal point to Government. Responsible for communicating
  • security-related information to national staff in Rakhine.
  • Maintain a detailed tracker of all security incidents, with a weekly analysis report, and weekly update to donors on access and security
  • Support with keeping Security Management Plan, Standard Operating Procedures (SOP) and Evacuation/Relocation Plans up to date, and ensuring staff
  • awareness of all safety/security plans, policies and procedures
  • Act as a Security Focal Point for international and national staff, imposing rules and regulations, as required (with guidance and support of Area
  • Manager and Supply Chain Manager)
  • Communicate and coordinate with RSG, and other Government agencies, on all security-related issues
  • Communicate and coordinate with beneficiary, and other communities, on all security-related issues
  • Approve and manage team security approvals for weekly travel plans, daily boat and car movements, etc. on behalf of Area Management
  • Management of DRC guards (in coordination with Supply Chain Department)

     

    Maungdaw Focal Point

  • Act as the main focal point (Sittwe-based) for DRC's Maungdaw office. Lind management of senior Maungdaw staff is within technical teams, so this role
  • is to provide security and contextual oversight and analysis, and support effective coordination between programme and support teams in Maungdaw
  • If DRC Maungdaw office expands in future, then this function will be replaced by a separate dedicated Base Manager

     

    General

  • Perform any other relevant tasks as requested by the Area Manager and/ or Senior Management
  • Support with translations for major reports and issues, including checking translations done by more junior staff, and managing outsourced/consultant
  • Translations
  • Based in Sittwe, but with regular travel to support Mrauk'U and Maungdaw field bases
  • Work with Area Manager and other managers, to develop and undertake needs assessments, providing contextual and safety/security input, to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems
  • Perform any other relevant tasks as requested by the Area Manager and/ or Senior Management
  • As a senior management level position, a high degree of flexibility and adaptability is required

    As Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • A ccountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

*Any other duties relating to the nature of the job as requested by the Manager

 

Qualification and minimum requirement

  • At least 5 years' relevant experience working with a humanitarian or development organization. Prior experience with DRC a strong plus.
  • Master's degree (e.g. political science, international development, or economics)
  • Strong and extensive prior experience in Rakhine is essential
  • Excellent liaison and analysis skills
  • Excellent team management and coordination skills
  • Good report writing skills, both in English and Burmese
  • Good analytical and computer skills (especially Word and Excel);
  • Excellent interpersonal and communications skills as well as cultural sensitivity; Demonstrated ability to build trusting relationships with communities;
  • Prepared to work within Rakhine, Muslim and other communities;
  • Experience of working closely with both national and international staff
  • Flexible and prepared to travel intensively in the region;
  • Understanding of operational context in Rakhine State is a plus

    *An understanding of IDP rights, rights-based programming, and Protection Principles.

    Languages: (indicate fluency level)

  • Full professional proficiency in English
  • Full professional proficiency in Myanmar language
  • Rakhine and Muslim languages a strong asset
