DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

 

About the job

The Protection Officer (CBP) is responsible for the timely, high-quality, and effective provision of CBP services within their area of operation. This includes Community Safe Spaces (CSS), psychosocial support (PSS), awareness raising, recreational activities, and life skills.

Your main duties and responsibilities will be:

Service Provision:

  •  Supervise Protection Assistants (CBP) in direct service provision, including the provision of technical guidance for best practice Community Based Protection services for beneficiary children, youth, women, and men.
  •  Ensure the successful delivery of CBP activities; including but not limited to: structured and unstructured Psychosocial Support (PSS), community recreational activities, awareness raising, and life skills.
  •  Ensure that services are in compliance with best-practice and international standards in protection response (including DRC SOPs)
  •  Oversee the delivery of services through both, or either, physical Community Safe Spaces (CSS).
  •  Oversee target achievement databases, proper filing of relevant program documents, and ensure tracking and reporting of activity data to supervisor
  •  Set and oversee team schedules for service delivery including weekly CSS schedules with support from the Team Leader, and effective communication with the community for when and where services will be happening.
  •  Oversee assistant’s identification of vulnerable beneficiaries and ensure effective internal referrals to DRC Legal, Case Management, Cash & Livelihoods, Shelter teams where necessary and appropriate. Ensure proper follow up by assistants for all referrals.
  •  Oversee and ensure high-quality delivery of structured PSS curriculum.
  •  Ensure respect of DRC Code of Conduct, Child Protection Minimum standards, and CSS building’s compliance with international and DRC protection standards.
  •  Train all newly recruited assistants on the service delivery, the relevant SOPs and international protection standards. Ensure continuous on the job coaching and mentoring.
  •  Provide technical support for all CSS assistants to ensure quality of DRC programming.
  •  Immediately report any issues in program implementation to Program Manager and Team Leader

Grant implementation and reporting

  •  Produce monthly reports and support the Team Leader / Protection Project Manager in submitting internal reports as requested
  •  Provide monthly and weekly work plans for CSS staff to Administrative Protection Officer in a timely manner.
  •  Oversee the tracking and reporting of activities and target achievements in the services under their responsibility.
  •  Provide feedback to the Administrative Protection Officer on materials to be included in the procurement plans at the beginning of every project.
  •  Directly responsible for ensuring all PSS, recreational and life skills program targets are met in a timely manner.

Coordination and representation

  •  Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy
  •  Ensure staff maintain and utilize an up-to-date service mapping of the service providers operating in the area and ensure that CBP assistants are informed about the available services in coordination with the Case Management team.

Other

  •  Any other duties relating to the nature of the job as directed by the Team Leader or Protection Project Manager
  •  Maintain positive work relationship within the team, and promote team-building efforts in coordination with the Protection manager
  •  Ensure respect of DRC Code of Conduct
  •  Participate in training and coaching as required by management 

 

 

 

About you

To be successful in this role we expect the following:

Required

  •  At least 3 years of experience in protection services or relevant humanitarian action
  •  Strong written and oral communication skills, effective in representation and liaison with external parties.
  •  Ability to provide technical support, trainings and supervision to assistants
  •  Strong ability to organize work, meet deadlines, maintain composure, work independently and prioritize work under pressure, coordinate multiple tasks and maintain attention to detail

Desirable

  •  Flexibility in working overtime when needed
  •  Computer literacy (Microsoft Word and Excel)
  •  Willing to collaborate with and support people from different ethnic groups and different religions
  •  Demonstrated interest in humanitarian work and supporting people effected by conflict
