Organizational Setting

FAO has developed the methodology for evaluating agriculture disaster Damage and Loss (D&L) covering all four agricultural sub-sectors. The methodology has been integrated into Sendai Framework for DRR monitoring, especially of indicator C2 – reduce economic losses due to disasters, which is SDG indicator 1.5.2. All Asian member countries have committed to monitoring and reporting on the Sendai Framework for DRR, the Nationally Determined Contributions to the Paris agreement and the SDGs and thus need capacity to apply the methodology to fulfil their commitments. Technical support is required not only to build capacity to apply D&L assessment methodology but to ensure an institutional approach in strengthening agriculture D&L information management. Such an approach will bring together not only agriculture sectors, but also National Statistics Office, National Disaster Management Agencies and other stakeholders to systematically improve agriculture D&L data, information and management system.

Reporting Lines

National Consultant for Disaster Damage and Loss (D&L) Information Management in Agriculture reports to FAO Representative in Cambodia.

Technical Focus

Under the overall guidance of the FAO Representative in Cambodia, and the technical guidance of the Senior Resilience Officer, FAO RAP and in good collaboration with the National DRR/CCA expert of the FAO Representation, the national consultant, will lead the work towards Strengthening Disaster Damage and Loss Information Management in Agriculture in Cambodia.

Tasks and responsibilities
  • Establish Agriculture Disaster D&L historical database 2005-2018

    • Collect historical agriculture D&L data for the period 2005-2018 and analyse the data for a good understanding of past economic loss in the sector (covering crop, livestock, fisheries/aquaculture and forestry);

    • Set up Agriculture D&L database, taking into consideration overall rules and procedures for data/information management in the agriculture sector and existing information systems in MAFF as well as the national disaster information system by NCDM to ensure regular and systematic data, information collection, integration, management and use.

  • Training on the D&L assessment and support to MAFF to institutionalize D&L information system

    • Conduct training workshop on D&L methodology to MAFF’s climate change working group members and relevant MAFF’s officers;

    • In close consultation with MAFF and concerned agencies, undertake a review and diagnosis of the agriculture D&L information management and reporting systems.

    • Provide recommendation and facilitate MAFF in setting up D&L information system in the agriculture sector, ensuring its integration into the overall agriculture sector information systems as well as alignment with the national disaster information systems.

    • Seek agreement by the MAFF to set up the D&L information management system.

  • Collaborate with NCDM to incorporate agriculture D&L in Sendai Framework monitoring/reporting

    • Facilitate strengthening working relationship between MAFF and NCDM to ensure that (i) the agriculture D&L historical data will be integrated into the country’s Sendai Framework first biennial reporting in 2019 and (ii) mechanism established for regular input by the agriculture sector for Sendai Framework regular reporting and progress review.

  • Preparation of a D&L Policy brief of Impacts of Disasters on Agriculture and Food Security in Asia

    • Document results of different analyses/reviews as well as learning through the process of working with MAFF’s climate change working group;

    • Contribute to prepare the a Policy Brief or short report to advocate for DRR/CCA in the agriculture sector while promoting the sector’s role in national Sendai Framework, Paris Agreement and SDGs implementation and monitoring.

  • Any other activities as assigned by LTO in order to achieve above activities

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in agriculture, disaster risk management or related subject.

  • Relevant experience (5 years minimum) in agriculture and disaster risk management in the country, disaster D&L information management in the country. .

  • Good understanding of the governance structure, institutional roles and administrative system in the country

  • Ability to work independently to identify and collect historical data from different sources.

  • Fluency in English
  • Cambodian nationality only.
