DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

 

About the job

the Protection Officer is responsible for the timely, high-quality, and effective provision of administrative support for the DRC protection teams in Diyala. This includes, following all procurement processes and finance processes, filing and storage of all program administrative documents, administrative tasks involved with staff contracts, and liaison with the field MEAL team.

Your main duties and responsibilities will be:

Service Provision:

  •  Monitor staff working hours, ensure respect of DRC Code of Conduct, create staff time sheets and provide staff with relevant project codes.
  •  Train all newly recruited assistants on the relevant data storage SOPs and the data filing and storing procedures. Conduct spot checks of all teams filing systems once a month.
  •  Directly responsible for the correct filing of all administrative program documents such as PRs, POs, ROs, GRNs, Governmental letters, and all finance related documents.
  •  Support Team Leader and Program Manager in recruitment process when requested which includes creating candidate short lists, participating in interviews, preparing interview questions, filing necessary paperwork.
  •  Creation of Team monthly work plans with input from Team Leader and Field officers.
  •  Management of logistics for team’s movement to and from the field.
  •  Coordination of all new procurement plans with support from Team Leader, Field Officers, and Program Manager.
  •  Weekly review and updating of internal PR trackers to ensure all program information included correctly.
  •  Weekly review of Logistics PR tracker and relevant updating of Program PR tracker to reflect any changes.
  •  Review of BFUs when available and updating of Program PR trackers based on BFUs when relevant.
  •  Tracking of all PRs submitted by the Diyala Protection team as well as follow up with Logistics when necessary.
  •  Management of all Program materials in the Baghdad Warehouse and Diyala warehouse including arranging transport of materials from one location to another when necessary.
  •  Creation and maintenance of program inventory list as per DRC policy.
  •  Act as liaison between the Field MEAL team and Field Program team to coordinate monitoring.

Grant implementation and reporting

  •  Support the Program Manager and Team Leader in the production of weekly and monthly reports when requested.
  •  Prepare and submit Program teams monthly work plans with support from the Team Leader and Field Officers in a timely manner.
  •  Report any delays in procurement or financial processes to Team Leader and Program Manager as well as follow up with the relevant support teams to ensure issues are resolved quickly.
  •  Oversee the tracking and reporting of all administrative processes regarding staff contracts, logistics processes, and financial processes.

Coordination and representation

  •  Develop and maintain effective working relationship with field level MEAL staff and coordinate all visits to Protection Program activities.

Other

  •  Any other duties relating to the nature of the job as directed by the Team Leader or Protection Project Manager
  •  Maintain positive work relationship within the team, and promote team-building efforts in coordination with the Protection manager
  •  Ensure respect of DRC Code of Conduct
  •  Participate in training and coaching as required by management 

 

 

About you

To be successful in this role we expect the following:

Required

  •  At least 3 years of experience in protection services or relevant humanitarian action
  •  Strong written and oral communication skills, effective in representation and liaison with external parties.
  •  Ability to provide technical support and trainings for staff on all relevant administrative tasks.
  •  Strong ability to organize work, meet deadlines, maintain composure, work independently and prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  •  Flexibility in working overtime when needed

Desirable

  •  Computer literacy (Microsoft Word and Excel)
  •  Willing to collaborate with and support people from different ethnic groups and different religions
  •  Demonstrated interest in humanitarian work and supporting people effected by conflict
