The purpose of the Compliance Coordinator is to implement the delegated Compliance and Internal Audit responsibility through ensuring compliance with governmental rules and regulations, donor regulations and contracts as well as NRC’s own policies and procedures. The Compliance Coordinator is responsible for assessing and qualifying procedures and systems that include regular monthly compliance checks & reports. The function covers all NRC Lebanon activities with a primary focus on risk management and mitigation in line with NRC’s internal audit methodologies. 

Duties and responsibilities

Generic responsibilities
Implement NRC’s compliance systems and procedures at country level
Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
Prepare and submit reports and analysis
Ensure proper filing of all compliance documents
Support line managers in procedures and require relevant trainings
Line manage related compliance staff
Monitor compliance in the implementation of NRC’s policies, procedures and controls through regular spot checks, field visits and in-depth reviews.
Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action

Specific responsibilities
Evaluate the soundness, adequacy, and effectiveness of operating policies, procedures, and controls, in the areas of finance, logistics, HR, administration and programme and make recommendations for improvements in accordance with NRC’s operational standards as expressed in the various policy documents, handbooks and other guidelines.
Develop a standard filing and referencing system which ensures that complete documentation exists for all transactions in collaboration with programme and support staff.
Develop action plans to implement recommendations made in internal and external audits and evaluations. Provide support and follow up on the implementation of the action plans.
Ensure that annual self-assessment forms are correctly filled and submitted to Head Office and gaps identified are followed up on
 Prepare internal audit reports for each field area visit for submission to the Country Management Group and ensure follow up/implementation of recommendations given
Support to programme and finance teams in the preparation for audits.
Conduct trainings on topics such as internal controls, fraud detection and reporting, anti-corruption and investigation. Develop or adapt training materials as necessary.
Develop corruption risk mapping procedures and follow up processes under the guidance of the Head of Support
Work with each field area/department  in order to compile location based corruption risk mapping and score cards
Give feedback on developed SOPs to ensure they are in line with NRC procedures

Qualifications
Masters’ degree in Economics, Administration or relevant field
Minimum 3 to 5 years of experience from working as an auditor / compliance role, preferably including experience in an internal audit function and in the NGO sector
Experience in international donor guidelines
 Proficient in MS Office applications
Fluent in both Arabic and English, written and verbal
