ABOUT WFP

The United Nations World Food Programme is the world's largest humanitarian agency with the mandate to achieve zero hunger where no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children have access to nutritious food. WFP Kenya’s Country Strategic Plan (CSP) 2018-2023, based on the National development priority and the 2017 Kenya Zero Hunger Strategic Review (ZHSR), provide and overarching framework for its operations in the country where gender mainstreaming  and transformative approach cross-cuts its 4 strategic outcomes ensuring food and nutrition security for all, adapting the food assistance to the needs and priorities of the vulnerable men, women, boys and girls, ensure their full participation and decision making in programmes and ensuring no harm in offering food assistance.

STANDARD MINIMUM QUALIFICATIONS

Education: Degree in Social Science, Gender or Women’s Studies or other relevant discipline. Master’s degree is an added advantage
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

Under the overall guidance of the head of programmes and direct supervision of programme policy Officer (gender and protection), the programme associate will support the successful delivery of activities under CSP (Country Strategic Plan) strategic outcome areas ensuring their alignment to gender and protection focus of the CSP.  S/he will support integration and mainstreaming protection and gender at the strategic, programmatic and operational levels across all locations of WFP’s presence in Kenya. The incumbent will provide technical support to Management and staff with programming and implementation that is consistent with WFP’s Humanitarian Protection and Gender commitments.

KEY ACCOUNTABILITIES / FUNCTIONS / KEY RESULTS EXPECTED (not all-inclusive)

Programme Implementation and Management, focusing on the achievement of the following results:

  • Provide technical assistance in the implementation of the country office Gender and protection Strategy and gender action plan
  • Support mainstreaming of humanitarian Protection and gender equality and women’s empowerment mainstreaming across WFP operations in the country
  • Support WFP and partner staff in implementing the Humanitarian Protection Policy and Accountability to Affect Population commitments to ensure WFP operations and programme activities take beneficiaries’ protection concerns into account and facilitate safe, dignified, and accountable food assistance;
  • Support regular Protection and gender assessments and dissemination of findings and recommendations and implementation of agreed actions are monitored and reported on
  •  Work closely with the gender and protection officer and ensure effective application of corporate gender and protection tools, establishment of management targets and monitoring achievement of result, as quality assurance in close collaboration with M&E, COMET units
  • Work closely with programme/project staff, to ensure a sound gender analysis informs programme design and management, and identify strategic actions to be undertaken to improve the quality of programme implementation
  • Maintains regular contact with project and programme counterparts under his/her supervision to ensure monitoring of projects' progress, monitoring of unit work plans, programme effectiveness and achievement of results;
  • Prepare regular reports on progress achieved by the gender and protection programme following reporting requirements set by the CO in collaboration with the programme team and donors.
  • Ensure Corporate policy and Country Office guidelines on Prevention of Sexual Exploitation and Abuse are implemented and adhered to
  • Support the capacity building of WFP staff, cooperating partners, county and national government on gender and protection training including on gender analysis, protection assessments, Gender Based Violence, Sexual Exploitation and Abuse, gender and humanitarian mainstreaming in programme cycle focusing on the achievement of the following results;

Advocacy, creation of strategic partnership and support resource mobilization focusing on the achievement of the following results

    • Support the leading role of WFP in fora and meetings related to humanitarian protection and gender equality (e.g. Gender Working Group, GBV Working group, Development partner Gender Working Group)
    • Participate in and represent WFP in activities to highlight key gender equality and women’s human rights issues and advocate for integration of gender equality issues into the development and humanitarian agenda.
    • Provides input and supports engagement to policy dialogue on cross-cutting issues with the Government, donors, civil society, private sector and contributes to development of policies as relevant 
    • Maintain relationships with WFP’s partners including donors, government agencies, and NGOs, on matters related to the promotion of national commitments to gender equality with a view of ensuring strategic partnerships and strengthening collaboration. 
    • Coordinate strategic advocacy activities to maximize support of the UN system, government and civil society partners on gender equality in line with international commitments
    • Contributes to implementation to CO partnerships and resource mobilization strategy to support achievement of gender mainstreaming
    • Develops ideas and concepts for possible areas of cooperation

  • Ensures provision of top-quality advisory services and facilitation of knowledge building and management, focusing on achievement of the following results
    • Identifies sources of information related to gender and protection issues; identifies and synthesizes best practices and lessons learned directly linked to gender and protection mainstreaming goals; 
    • Coordinates and ensures gender and protection integration in activity design, inputs in development of policies, institutions and advocacy that will address the country problems and needs in gender, in collaboration with the Government and other strategic partners; 
    • Supports the establishment of advocacy networks at national level and linked to international networks; 
    • Implements relevant, high-impact advocacy campaigns with key partners; 
    • Ensures that lessons learned are captured and recorded into the CO knowledge networks;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Minimum of 2 years of progressively responsible professional experience in humanitarian or development operations with special focus on addressing the promotion of gender equality and women’s empowerment and protection concerns of the targeted group.
