Under direct supervision of HR Associate and Supply Associate and the overall guidance of Chief of Operations, the HR/Procurement Clerk will support the Operations section in HR and Supply related activities throughout the contract period.

Background

In line with HR reform in UNICEF being implemented throughout the world and increased demand for recruitment of staff and consultancies by programme due new receipt of new cycle of thematic funds, UNICEF Uzbekistan Country Office is facing a critical demand for temporary operational support, with special focus on human resources. In this context and in furtherance the BOS agenda in Uzbekistan, the HR/Procurement Clerk  will be supporting the office in the areas of recruitments (both staff and consultancies), developing a roster of retainer-based services (desktop publishers, videographers, photographers, editors), procurement of office supplies, review of archived supply documents in line with document retention policy with further recommendations, learning sessions on HR reform and policies and developing a roster of specialists based on the needs of programme sections.

Objectives

Under direct supervision of HR Associate and Supply Associate and the overall guidance of Chief of Operations, the HR/Procurement Clerk will support the Operations section in HR and Supply related activities throughout the contract period.

Key Outputs & Tasks

  • Draft vacancy announcements for positions for review by supervisor to help attract ideal candidates.
  • Prepare reports on the screening of applications for minimum eligibility, considering qualifications, competencies, and post requirements.
  • Support HR Associate in communicating with candidates in the various stages of the recruitment process.
  • Arranges the interviews and technical assessments.
  • Support with procurement of office supplies.
  • Review Records and maintains recruitment files, ensuring all necessary documentation has been prepared.
  • Assist with CO archive ensuring further actions in line with UNICEF document retention policy.

Management

This is a temporary assignment and selected person will work under direct supervision of HR Associate and Supply Associate, under the overall guidance from Chief of Operations. HR Associate in consultation with Chief of Operations will review and agree on the key outputs provided by the HR/Procurement Clerk as part of service evaluation.

Required qualifications, areas of expertise or selection criteria

  1. University degree in business administration, human resources, management, psychology or related subject
  2. Proficiency in English, Uzbek and Russian
  3. At least 2 years of relevant experience in office administration, human resource management, procurement, project administration.
  4. Experience with UN system organizations is an asset 
  5. Ability to use ICT as a tool and resource 
  6. Initiative, analytical judgment, ability to work under pressure, ethics and honesty
  7. Strong organizational and communication skills, ability to work in a team
  8. Ability to meet deadlines in a result-oriented environment
  9. Ability to learn and adapt quickly

Procedures and Working Conditions

HR/Procurement Clerk will be supported with office based working space and relevant IT equipment for the duration of the contract. Should the assignment involve travel to the regions, all travel arrangements will be done in line with UNICEF rules and regulations on travel.

The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.
