ORGANIZATIONAL CONTEXT

This job is located in Sittwe Field Office of WFP Myanmar. 
At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities. 

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Logistics Associate and overall supervison by the Head of Field Office in Sittwe, the  Logistics Assistant will perform the following duties:

  • Manage and organize monthly transport and delivery plan for smooth and proper food movement to respective warehouse and final Distributions Points by using the most efficient modes of transport and ensuring the quality and safety of food commodities;
  • Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged;
  • Prepare Food Transport Purchase Order (TPO), Landside Transport Instruction (LTI/STO) and all relevant data entries are captured in the corporate systems;
  • Provide reports on WFP and Cooperating Partners food stock in respective warehouses and conduct a regular visit to the warehouses to ensure the conformity for the storage,
  • Assist in the transport and logistics contracting for the movement of food and non-food items;
  • Collect market information through quarterly transport market survey exercise and monitor the situation that are likely to affect local transport market;
  • Prepare and monitor WFP’s internal transport payment and Cooperation Partners' Monthly Distribution Report (MDR);
  • Coordinate with UN/NGO agencies in Kachin for the provision of common logistics services through Service Level Agreement (SLA) at full cost recovery basis and local Emergency Preparedness and Response (EPR)/contingency plan for local emergencies;
  • Coordinate and monitor the implementation of the assistance programme at the field level, in close collaboration with the communities and cooperating partners;
  • Coordinate and prepare monthly reconciliation of cash distribution with programme and other functional units at the field level and provide an update information on the supply routes and markets of the operational areas;
  • Participate in the macro/micro assessments and feasibility study of Cash-based transfer (CBT) activities and assist in the post-distribution monitoring;
  • Monitor the performance of Financial Service Provider (FSP) and Cooperating Partners in consultation with the Programme unit and process the submitted invoices by providing the necessary feedback and update to the Country office and relevant offices/units;
  • Liaise with government counterparts, cooperating partners and local authorities in the planning and implementation of WFP activities in the project areas;
  • Liaise with Travel Authorization (TA) application process for food deliveries and staff travels to Government Control Area/Non-Government Control Areas;
  • Ensure and update the security information to all staffs and act as a security focal person for WFP Myitkyina FO;
  • Ensure that all proper paper work and filing system has been prepared and, if necessary, assist with follow-up procedures;
  • Perform any other appropriate duties as requested by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education:

The incumbent must complete secondary school education. 

Knowledge & Skills:

Knowledge of humanitarian assistance and development practice. Good understanding of logistics/ supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

Preferable to have general knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Language:

Must have good command in both oral and written English and Myanmar. Preferably, fluent in local language of duty station.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least four years of practical commercial/professional experience in port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management. Experience in following areas is an advantage.

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
• Experience analysing data (on commodities, funds, etc.) and drafting reports.
• Experience in measuring service providers’ performance against set KPIs.
• Experience in assisting the preparation of contract documentation.
• Experience in providing technical business support in corporate systems.
