For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Since 2015, MdM has been supporting Most At-Risk Populations (MARPI) through grants and training. Since 2009, MARPI has been running a health facility located in the Mulago national referral hospital, which provides free and friendly health services to the key populations, including Lesbian, Gay, Bisexual, Transgender, and Intersex (LGBTI) people. MdM provided MARPI staff with training in proctology, while providing basic equipment and consumables. Between 2016 and 2017, MARPI has started expanding their activities to a few regional referral hospitals. MdM wishes to support MARPI in the scaling-up of their activities through possible EU funding (response awaited in July 2019).

In July 2017, a fact-finding mission was conducted in the South Sudanese refugee settlement of Bidibidi in the district of Yumbe, West Nile sub-region, northern Uganda, where the French section of MSF has been present since 2016. The fact-finding mission has led to an intervention proposal to progressively take over all the MSF activities at Bolomoni HC III (Health Centre level as well as their outreach activities in Bidibidi refugee settlement). The handover was completed in January 2019. Then, a 3-year intervention with partnership with Human Rights Awareness and Promotion Forum (HRAPF) aims at reducing mortality and morbidity rates. It includes:

  • The running of all OPD and IPD activities at the Bolomoni HC III
  • The preparation of the progressive handover of the Bolomoni HC III to the health district of Yumbe through capacity building of MoH staff
  • A close collaboration with the local population and the empowerment of communities
  • A strong focus on mental health and psychosocial support, while developing a mental health community approach and covering some gaps identified
  • The strengthening of the GBV levels of intervention through covering some gaps identified
  • A socio-anthropological analysis of community organisation, community coping mechanisms and expression of emotion within the refugee settlements.

TASKS AND RESPONSIBILITIES:

Under the responsibility of the general coordinator, you are responsible for catering to the logistical needs of the programmes in accordance with MdM and donor standards.

More specifically, your responsibilities are to:

Logistics

  • Secure that all logistics needs are shared, understood and that all resources are prepared and delivered properly and in time, for the smooth implementation of activities
  • Ensure a flexible and relevant organization of the logistics team and assets to be able to promptly respond to the urgent needs
  • Ensure the respect of MdM and donor’s procurement procedures (especially for drugs and medical supplies), elaborate and supervise a purchase strategy
  • Supervise a secured and adapted storage of drugs and medical supplies
  • Participate to the identification of infrastructures, equipment, materials and suppliers necessary to the project’s appropriate implementation following the organisation’s and the donor’s requirements
  • Follow up the inventories of the mission and monitors logistics expenses flow
  • Set up the procedures of management for IT (computers) and communication (internet & telephone) and train the staff to use it
  • Supervise the transportation for teams and items and the management of the fleet
  • Supervise the safety and maintenance of premises (offices and guesthouses)
  • Implement processes/policies, rules and logistical tools together with HQ
  • Guarantee the timely and accurate submission of the monthly log report to the log advisor in HQ
  • Guarantee the timeliness of the monthly submission of procurement files scans on the network
  • Support and assist technical choices made in the field for the various logistics aspects (procurement, security, etc.)
  • Participate in the recruitment of all logistics local staff for the project

Training

  • According to the mission’s needs, be responsible for training, coaching and supporting + follow-up of the national administrative and logistics managers of the projects in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission in the respect of MdM and donors’ guidelines
  • Develop a training plan for the national managers and support them in their duties

Security component

  • Under the general coordinator’s supervision, draft the mission’s security documents and guarantee the logistical support for the implementation of the SoPs
  • Contribute to collect, cross check all security information
  • Follow up the security context and any deterioration in this that could affect operations and provide guidance to teams/sites as required
  • Supervise the security of transport (passengers and goods)

CONDITIONS OF EMPLOYMENT:

Fixed-term contract (6 months)

Starting date: as soon as possible
Gross monthly salary: 2 816 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation expenses, vaccines and visas covered
Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.
Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:

At least three years of work experience in a humanitarian context as support services coordinator or logistics coordinator or log-admin coordinator
Experiences as logistics manager and/or administrative manager will also be valued
Capacity building experience is a must
Experience with ECHO contracts would be an asset
Experience in remote areas is a plus
Good ability to work quickly, under pressure, and with short deadlines,
Good ability to manage priorities and to adapt them daily according to the context
Good computing skills , high proficiency on Excel and good management of SAGA is a must
Willing to work in challenging situations
Good communication and problem solving skills
Ability to listen and share decisions / Ability to take effective decisions according to the context
Driving licence would be an asset
A positive approach to community living is a must

Languages: English fluent
