Technical Focus\:

The GCF Readiness and Preparatory Support project GCP/AZE/012/GCR – “Strengthening country capacities for NDC implementation in the Agriculture and LULUCF Sectors and supporting the identification of potential Direct access Entities from different sectors relevant for the implementation of the Country Work Programme in Azerbaijan" aims at providing Government of Azerbaijan with the sector specific knowledge and information, as well as a detailed analysis on the feasibility of practical technology solutions to facilitate implementation of NDCs in the Agriculture and LULUCF Sectors, and also supporting the identification of the most suited national institution (public or private) to start the accreditation process.

In this context, under the overall supervision of the Head of FAO Partnership and Liason Office in Azerbaijan, the direct supervision of LTO of the project and in close cooperation with the NDA of Azerbaijan and REU GCF Advisor International Consultant on Accreditation and other national and international consultants, the consultant will support relevant institutions in Azerbaijan with learning opportunities to increase their readiness capacities as intended in the project. In light of the above, this consultancy aims to contribute to strengthening institutional capacities for the identification of potential direct access Entities to implement country priorities for the GCF according to Azerbaijan’s Country Programme.


Tasks and responsibilities\:

The incumbent will contribute to the identification and assessment of potential DAEs capacities in the country to strengthen the work with the Green Climate Fund and will specifically carry out the following activities\:

  • Conduct awareness-raising campaign on the GCF accreditation process, including discussions on existing information products developed by FAO REU regarding accreditation to the GCF;
  • Conduct a rapid assessment for understanding the roles of existing institutions and identifying and initial list of potential DAEs in AzerbaijanBased on the results of the rapid assessment and prioritization of 1 entity by the NDA, coordinate the issuance of a nomination letter for selected potential direct access entity’ with the NDA, including following the existing procedures, as defined by the NDA
  • Conduct a gap analysis of the institution nominated and provide inputs for the development of a roadmap for accreditation of the potential entity in Azerbaijan
  • Provide inputs for the review of Azerbaijan’s Country Work Programme Document incorporating a DAE Strategy ;
  • Organize workshops and bilateral meetings (as needed) to discuss the concrete steps and examples of required documentation for the accreditation process;
  • Participate at the related project workshops
  • Perform any other related duties and activities as required by the LTO
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements\:
  • A university degree in environmental or climate change related sciences or other relevant field;
  • At least 5 years of experience in the areas related to the climate change, climate change adaptation and mitigation;
  • Writing and communication skills in Azerbaijani;
  • Knowledge of English will be an asset;
  • National of Azerbaijan.
