BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Uganda has established the Karamoja Social Registry (KSR), which is household data of the entire population in Karamoja, a region in North-Eastern Uganda. WFP Uganda needs a PM/Portfolio manager to be based in Karamoja to facilitate and coordinate the maintenance and operationalization of the KSR in the crucial inception phase.

The Karamoja region is characterized by unpredictable climatic conditions resulting in recurrent natural disasters as well as high-levels of vulnerability caused by marginalisation and a history of conflict and insecurity.

During a mission in 2016, WFP agreed with the Office of the Prime Minister to build the KSR on SCOPE and shape a model for future social protection platforms in the country. In April 2016, the Government established a Single Registry Sub-Committee and mandated WFP to technically support the GoU in modelling a single registry for the Karamoja region. The Karamoja Social Registry (KSR) should bridge the regional information gap by referring to unique identifiers and providing a common platform for social protection actors in Karamoja.

The Karamoja Social Registry (KSR) is a registry of all persons in a household for all districts of the Karamoja region. The registration process started in the Moroto District in November 2016 and was concluded in December 2018.

The next steps for the KSR will be data validation, management, updating and sharing; creation of a reporting engine of the registry to incorporate information on interventions of partners; rolling-out SCOPE/KSR platform for managing WFP interventions in Karamoja and for onboarding additional partners to the platform. This goes along with strengthening community engagement and linking the KSR with the NSR.

A SCOPE/KSR Portifolio Manager is therefore required to act as a liaison between the Area Office and the Country Office Digital Social Protection unit, to support and coordinate these activities in the field.

KEY ACCOUNTABILITIES/RESPONSIBILITIES
  • Oversee the field coordination of WFP interventions based on the KSR, in line with SCOPE implementation plans and programmatic priorities jointly determined by the AO and the CO DSP unit
  • Ensure KSR data quality, e.g. by leading field exercises for the purpose of removing duplicate data through adjudication
  • Create contextualized SOPs (Standard Operating Procedures) for beneficiary information and transfer management, in line with the WFP programme intervention cycle and in accordance with corporate guidelines
  • Manage/coordinate the activities of staff in relevant units and sub-units in the AO to operationalize SCOPE in accordance with KSR workplan
  • Train and build the capacity of relevant staff on the concept and practical application of the SCOPE platform, by devising contextualized training programs and by providing on-the-job training as relevant
  • Co-lead a regional KSR technical working group and engage with key stakeholders to facilitate the coordination of KSR-based interventions, while taking into account GoU, donor and partner expectations (short/medium/long-term)
  • Facilitate the sharing of the KSR data with the GoU and partners (e.g. Mercy Corps and Catholic Relief Services) for enhanced coordination and delivery of interventions
  • Raise awareness on the implications of the use of SCOPE to key regional stakeholders
KEY ACCOUNTABILITIES/RESPONSIBILITIES (Continued)
  • Coordinate updates and amendments to the KSR data with the GoU and partners while considering data quality, data protection and capacity strengthening requirements for local government agencies
  • Facilitate the development of the SCOPE platform for partners’ adoption for transfer management purposes
  • Facilitate the development of a (potentially non-SCOPE) overarching reporting and analytics solution that displays information related to household and individual level transfers by partners with access to the KSR
  • Oversee community engagement activities on protection/gender/data privacy issues and establish beneficiary feedback management procedures aligned with UGCO processes, through consultations with district government structures and partners
  • Suggest recommendations on all KSR-related issues requiring the attention of supervisors and/or UGCO management, including for the broader utilization of the KSR database for targeting, transfer and reporting purposes
  • Provide inputs for an eventual exit strategy and handing over of relevant digital platforms to GoU
  • Prepare a comprehensive handover folder and relevant documentation as part of efforts to ensure continuity of operations, building upon lessons learned
  • Assist with the recruitment and capacity building of successor and various local staff
  • Perform other relevant tasks as required
DELIVERABLES AT THE END OF THE CONTRACT
  • SR coordination structure (KSR Technical Working Group) is established and fully operational, with all key stakeholders actively participating
  • KSR data is maintained and updated through validated protocols per the KSR Technical Working Group
  • WFP programmes and interventions in Karamoja region are set-up and managed through the KSR/SCOPE platform, with relevant staff fully conversant with the platform and aware of respective roles and responsibilities, in accordance with corporate guidelines on segregation of duties
  • Standardized and automated reporting and analytics tool on KSR-based interventions is utilized to inform coordination of social protection interventions in Karamoja, with key challenges in the development/utilization of the tool documented to inform future action
DELIVERABLES AT THE END OF THE CONTRACT (Continued)
  • SCOPE implementation plans for KSR-based interventions are established and kept up-to-date
  • Operational plans and SOPs (e.g. community registration/sensitization, KSR update, data quality assurance, registration/transfer operations for specific interventions, Beneficiary Feedback Mechanism (BFM) management) are established and validated by relevant stakeholders
  • Regular reports on community engagement/AAP/BFM activities related to the KSR are produced and shared internally for enhanced accountability of programs
  • Continuity of operations is ensured through the preparation of relevant documentation and staff capacity-building initiatives
QUALIFICATIONS AND EXPERIENCE REQUIRED
Education: Advanced university degree (e.g. Master’s) in a relevant field or equivalent working experience and training/courses in one or more of the following disciplines: social sciences, international development, project management, database management, or other related field..
Experience:

- At least 3 years of postgraduate experience in project management, with knowledge on humanitarian/development food/cash interventions

- Extensive experience in using SCOPE to manage both registrations and transfers, including working with SCOPE Service Desk to address issues related to beneficiary information and transfer management

- Experience in forging partnerships with Government and other relevant stakeholders in the humanitarian/development space to achieve project goals

- Experience in training delivery and conducting capacity-building for key stakeholders in field operations

- Training and knowledge of social protection dynamics and UN system policies and functions would be a strong asset

Credentials/skills in database management would be a strong asset

- Knowledge and awareness of digital platforms for digital identity advancement and their relevance in the context of Uganda would be an asset
