Primary Duties and Responsibilities

In accordance with established Agency policy and procedures under the technical guidance and advice of the Deputy Head Field Legal Office, the incumbent assists the Field Legal Office in providing legal advice and assistance to the Director of UNRWA Operations, Jordan, other Agency officials and individual staff members in the Jordan Field and coordinates with Headquarters in providing legal assistance and advice on matters related to UNRWA's operation in Jordan.

The job content for this position includes:

•         Legal research and analysis, and preparation of legal opinions and official correspondence on administrative and human resources' matters in accordance with UNRWA Area Staff Rules and Regulations, Personnel Directives, and Agency policies and practice;

•         Legal research, analysis and advice on other matters related to the UNRWA operations in Jordan, in accordance with UNRWA Rules, Regulations, Directives and Policies

•         Drafting of official correspondence to be addressed to executive, judicial or other formal establishments or entities; contractors; and partners of the Agency.

•         Drafting, revision and advice on contracts, memoranda of understanding, lease agreements and other legal agreements;

•         Legal research, analysis and advice on matters of Jordanian and international law and practice;

MINIMUM QUALIFICATIONS

•      University degree in Law, preferably with specialization in international, administrative/public, employment or commercial law and preferably admission to practice law in a recognized jurisdiction.

•      Four years' work experience as a lawyer in the United Nations, other international organization, government service, the commercial/private sector or NGO, including a period of experience in contract or commercial law, or administrative or employment law

•      Excellent command of written and spoken English and Arabic.

ADDITIONAL INFORMATION:

The incumbent may be required to travel, as needed, as needed, in the Agency's area of operations in the Middle East.•

DESIRABLE QUALIFICATIONS

Knowledge of the history and contemporary issues of the Middle East; Familiarity with the UN Common system and practices; Admission to practice law in Jordan.

EQUIVALENCY:

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
