Organizational Setting


FAO's Regional Office for the Near East and North Africa (RNE), base in Cairo, leads FAO work in the region in-line with FAO's Strategic Framework and the regional priorities identified. It supports Member Countries to develop policies and programmes to achieve food security, reduce hunger and malnutrition, and develop agriculture, fisheries and forestry sectors, and use environmental and natural resources in a sustainable manner.

Reporting Lines


The Agriculture Officer (Plant Protection - Red Palm Weevil, RPW) reports to the Assistant Director General / Regional Representative under the technical guidance of the Senior Agriculture officer, Delivery Manager of the Regional Initiative on Building Resilience for Food Security and Nutrition (RI-FSN) in the Near East and North Africa. S/he will collaborate with the Regional Plant Protection Officer, the Plant Protection Officer in the Sub-regional Office for the Maghreb Countries (SNE), FAO's Plant Production and Protection Division (AGP) in Headquarters and, work closely with Member Countries and FAO's partners working on RPW.

Key Results

Comprehensive technical, statistical, analytical and/or policy analysis services and the development of specialized tools, methodologies, systems and/or databases to support the planning, implementation/delivery and monitoring of the programme of work and related products, projects, publications, and services.

Key Functions

• Plans and leads components of multi-disciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
• Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions

• Leads and coordinates the planning, implementation, monitoring and reporting of RNE's work on RPW
• Act as Secretary of the Steering Committee of the Regional Trust Fund on RPW's Control;
• Liaises with Member Countries and the partners of the Regional Trust Fund on RPW's Control ensuring that all stakeholders are actively involved in all stages of the Regional Trust Fund on RPW's Control;
• Supports the implementation of effective Integrated Pest Management approaches to control RPW in the Near East and North Africa (NENA) region;
• Promotes innovative approaches to control RPW in the countries of the region based on the findings of empirical researches and learning from experiences within the region and beyond;
• Mobilizes resources to support the expansion of the Regional Trust Fund on RPW's Control;
• Reports on the progress of the implementation of the Regional Trust Fund on RPW's Control on regular basis
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in agriculture, plant sciences, agronomy with specialization in crop protection, Integrated Pest Management or related field;
• Seven years of relevant experience in plant protection and pest or pesticide management;
• Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable
• Extent and relevance of experience in the provision of technical and policy advice to countries on Red Palm Weevil and other migratory pests is considered an asset
• Extent and relevance of experience in project/programme formulation and implementation of projects, programmes and studies on plant protection including integrated pest management;
• Extent and relevance of experience in the Near East region is considered a strong asset.
• Extent and relevance of knowledge and understanding of the work of international organizations and national governments is desirable;
• Working knowledge of English and limited knowledge of French or Arabic is a strong asset
