Organizational Setting


The Shared Services Centre (SSC) recommends and administers process management and procedures that need to be executed effectively; ensure the management of quality assurance activities associated with the transactional processes and implementation of service delivery; continuously improve the satisfaction of its customers, internal or external, while pursuing a continuous improvement agenda that will drive up service excellence while driving down the costs of service delivery through process standardization, process automation and self-service capabilities.

The post is located in the Shared Services Centre (SSC) in Budapest, Hungary.

Reporting Lines

The Payroll Benefits Officer reports to the Payroll and Benefits Officer (Head of Payroll Services).

Technical Focus

Quality assurance of payroll and benefits activities performed by the SSC.

Key Results

The delivery of payroll and benefits-related services and monitoring of the day-to-day activities to improve productivity, efficiency and quality of service delivery.

Key Functions
  • Supports the operation of the staff, non-staff personnel and After Service Medical Coverage (ASMC) payrolls ensuring the correct calculation and timely action on its output results;
  • Monitors and approves monthly payroll salary scales (General Service and Professional), pay factors (child allowance, spouse allowance, language allowance, etc.) thresholds, and post adjustments for the correct running of Payroll;
  • Monitors the interface between the payroll calculation and other sub-systems such as AP, Credit Union, Insurance and UNJSPF;
  • Supervises the processing of Overtime and Night differential requests;
  • Coordinates the monthly payroll cycle schedule and its activities to all units/divisions involved for their relevant input and follow up actions;
  • Verifies the generated salary payments instructions to banks for actual disbursement by the responsible office (AP);
  • Reviews unusual or difficult cases, interprets FAO rules, regulations, policies and procedures and makes recommendations within delegated authority;
  • Verifies and certifies the preparation of statements of earnings and certificates of FAO employment, US and other taxation matters;
  • Monitors the accuracy of retirees' HR data (people, assignment, contacts) ensuring the correct calculation of ASMC deductions;
  • Contributes to appropriate testing in the specific test environments;
  • Provides performance reports, statistics, cost analysis, trends and periodic reports to senior Management relating to payroll and benefits, in particular pension-related;
  • Provides Tier II support to staff member, NSHR and retiree queries on payroll payments and recoveries;
  • Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced University Degree in Business Administration, Accounting, Finance, Human Resources or related field
  • Five years of relevant experience in human resources, financial and/or payroll - benefits administration
  • Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions is desirable
  • Extent and relevance of experience benefits/payroll applied to ERP applications (preferably Oracle)
  • Extent and relevance of experience in automated payroll management systems preferably Oracle
  • Extent and relevance of experience and knowledge of UN Common system, and in particular HR and Payroll policy and procedures is considered an asset
  • Extent and relevance of experience in development and implementation of payroll and benefits-related policies and procedures
  • Working knowledge of English is considered an asset
