Job Overview/Summary:

The Senior Information Management Officer is responsible for managing all data-related activities within a USAID's Office of U.S. Foreign Disaster Assistance (OFDA)-funded program that includes health and nutrition; water, sanitation and hygiene (WASH); and shelter activities to support conflict-affected populations.Entitled Amal (“hope” in Arabic), the consortium will include international and Syrian partners with humanitarian response capacity.Pending donor approval of an award modification, the Information Management Officer will collaborate with the Senior Monitoring, Evaluation, Learn (MEAL) Manager to establish and maintain data management platforms that enable monitoring and evaluation systems that are consistent with IRC’s internal and donor informational, accountability and compliance requirements.

Major Responsibilities

Planning and Sustaining MEAL Systems

  • Support Senior MEAL Manager to design and manage consortium-wide monitoring, evaluation, and learning (MEAL) systems based USAID OFDA requirements for Amal
  • Contribute to monitoring and evaluation tools and methods that are appropriate/applicable in the Amal’s context of operation in collaboration with WASH, shelter, health and protection technical advisors
  • Support implementation of the Amal MEAL plan submitted to OFDA by engaging and supporting with IRC and partner staff to complete necessary deliverables
  • Collaborate with Senior MEAL Manager and IRC’s MEAL Coordinator to design and implement baseline assessment within first 90 days of award, ensuring data collection is adjusted to meet partner constraints
  • Collaborate with IRC’s MEAL Coordinator and partners to design, test, adjust, and use program monitoring tools that collect necessary data required for OFDA reporting and IRC’s remote management standards
  • Support Reporting and Administration Officer to contribute data to inform grant management deliverables are of a high quality and submitted on time, including monthly and narrative reports
  • Coordinate with IRC MEAL Coordinator to ensure data platforms are in line with IRC’s monitoring relevant guidance and standards (e.g. the Monitoring For Action, Good and Great Standards, Monitoring Fundamentals)
  • Prepare quarterly data reviews that enable technical and partner staff to review desegregated program outputs and outcomes to understand protection, gender, and inclusion dynamics to inform program adaptations`
  • Participate in Amal’s Consortium Management Unit, including supporting MEAL technical working group to establish monitoring minimum standards across partners
  • Support on data management for IRC’s external monitoring of partner activities to enable donor reporting and verification of activities
  • As needed, engage with OFDA’s Third Party Monitoring contractor to provide necessary information and complete required monitoring activities and reports
  • Design and support final program evaluation with key staff, as required by OFDA

Partnership Coordination and Capacity building

  • Champion robust partner relationship management characterized by the core partnership principles from IRC’s Partnership Excellence for Equality and Results System (PEERS) of responsibility, results-oriented approach, equality, transparency and complementarity
  • Drive adherence to PEERS by working with Amal team and partners to complete quarterly monitoring visits and lesson learned reflections
  • Systematically gather and utilize feedback from partners on IRC’s management of the consortium with aim to improve the consortium’s value and effectiveness
  • Collaborate with Regional MEAL staff, Amal Senior MEAL Manager, and M&E Partnership Manager to assess the need for and develop and execute a coherent strategy and work plan to support partner organizations to strengthen their M&E capacities, also aligned with Partner Support Plans
  • Design, lead, and/or participate in relevant workshops and meetings to support coordination and collaboration, including quarterly partner monitoring visits and training events

Qualifications

  • University degree in relevant field required
  • 3-6 years of relevant experience working on information management systems and data management, monitoring and evaluation, ideally with humanitarian organizations
  • Experience in design and implementation of M&E systems; including qualitative and quantitative approaches to assessment and monitoring
  • Advanced skills in Excel required including pivot tables, database design, and graphical representation;work experience using ODK or Kobo data collection systems required. Commcare is an advantage
  • Work experience using Power BI, Access, and SQL is an advantage preferred
  • Full professional competency in Microsoft Office Suite, especially Word, Outlook, and PowerPoint.
  • Excellent visual design sense regarding clear and accurate presentation of data.
  • Good report writing and information dissemination skills
  • Able to think critically about data and information, triangulating and cross-checking data when needed and with minimal guidance
  • Demonstrated ability to effectively analyze, interpret and present data with attention to detail
  • Excellent organisational and time management skills and ability to meet strict deadlines
  • Good interpersonal skills and ability to work as part of a team as well as independently
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace
  • Excellent oral and written communication skills in English, Arabic language skills preferred
  • Familiarity with the political, social, cultural, humanitarian and donor context of Syria is ideal
  • Willingness to travel to Beirut or other countries as needed
