Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
Under the 11th European Development Fund (EDF), FAO in Zambia will be partnering with the European Union, the Ministry of Agriculture and the Maize and Wheat Improvement Centre (CIMMYT) to implement a 4.5-year program on Sustainable Intensification of Smallholder Farming Systems in Zambia (SIFAZ).
The project will focus on building demonstrable synergies between research and promotion of appropriate sustainable agriculture intensification practices. At the same time, it provides an opportunity to further advance FAO technical coordination with Consultative Group on International Agriculture Research (CGIARS).


Reporting Lines
The Chief Technical Adviser reports to the FAO Representative (FAOR) in Zambia. He/she works closely with relevant Technical Divisions at FAO headquarters, at regional level (Regional Office for Africa) and subregional level (Subregional Office for Southern Africa) and in close collaboration with administrative and technical units in FAO Zambia.

Technical Focus
Coordinate and provide technical guidance to the European Union Funded Sustainable Intensification of Smallholder Farming Systems in Zambia (SIFAZ) project implemented by FAO Zambia. He/She will also provide high-level operational guidance to project components managed by Government of the Republic of Zambia (GRZ), CGIAR and Non-governmental Organizations (NGO) Operational Partners under the project.

Key Results
Leadership and technical expertise for the planning, development and implementation of Programmes of work, projects, related-products, and services in accordance with FAO’s Strategic Objectives.

Key Functions
• Leads the development, implementation and evaluation on technical issues of assigned programmes/projects; directs the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies and initiates follow-up actions;
• Coordinates programmes and reviews the assessment of issues and trends for the implementation of programmes and projects as well as the preparation of impact evaluation or equivalent studies;
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports as well as studies, and inputs to publications;
• Directs substantive support to consultative meetings and conferences, to include the proposition of agenda topics, identifying participants, preparation of documents and presentations;
• Manages outreach activities; designs and conducts training workshops, seminars; and makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties;
• Advises on the development of policies and strategies as well as national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions
• Provides technical and operational leadership; plans, manages and leads highly specialized and multidisciplinary teams and operational partners from CGIAR, NGO and GRZ;
• Analyses program's specific requirements and relevant technical issues requiring critical technical and administrative guidance for its implementation and execution;
• Establishes and maintains partnerships with the Programme Resource and Operational Partners, and the relevant GRZ line ministries and institutions;
• Prepares project progress reports to review and monitor the outputs and results of the project against agreed work plan, and to identify constraints and issues that require timely resolution and corrective actions;
• Develops detailed program implementation plans indicating the activities to be implemented, modality of implementation and funds required for such plans; manages operations and planned activities and amends these plans, as necessary;
• Plans and oversees the provision of all FAO inputs, including provision of technical specifications; manages the process for the purchase of equipment and supplies and their maintenance under the program;
• Identifies and implements strategic partnerships with relevant stakeholders to the implementation of the program, advocates best practices and increased policy dialogue with key stakeholders;
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or a related field;
• Ten years of relevant experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes;
• Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is essential;
• Extent and relevance of experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes and/or providing technical support and advice on institutional capacity building processes;
• Extent and relevance of experience in establishing and maintaining partnerships with UN agencies, NGOs as well as donors and government institutions and agencies.
