ORGANIZATIONAL CONTEXT

As the largest humanitarian agency in the world, WFP is well-known for its ability to respond to crises and deliver assistance to people in need, either in-kind or in the form of cash-based transfers (CBT), as well as its capabilities related to digital identity management. WFP is also an enabler of the broader humanitarian system, playing an active role in the Food Security- Logistics- and Innovation Technology Clusters and hosting the United Nations Humanitarian Air Service (UNHAS).

WFP is committed to ensuring that its activities do not contribute to further harm. The organization is also committed to ensuring that its assistance reaches the most vulnerable and marginalized groups, including persons with disabilities. At the same time, the organization is striving to be more accountable to affected populations by providing them with timely information and involving them in decision-making, as well as ensuring that they access to functioning complaints and feedback mechanisms. 

To this end, WFP has adopted a corporate policy on Humanitarian Protection and endorsed the Inter-Agency Standing Committee (IASC) Commitments on Accountability to Affected Populations (AAP). The organization is also building its internal capacities related not only to humanitarian protection and AAP but also conflict-sensitivity, personal data protection and privacy, and disability inclusion. To a large extent, this means ensuring that all WFP country offices have access to timely and relevant expertise when they need it.

WFP’s Regional Bureau (RB) in Cairo is responsible for providing this support to all country offices in the Middle East, North Africa and Central Asia region. The RB has recently recruited a dedicated regional advisor on protection and AAP,  who is taking this work forward across the region. However, the demand from country offices is very high.  As a result, the RB has decided to further reinforce its capacities by estabishing an additional consultancy position.

JOB PURPOSE

Under the supervision of the regional advisor, the consultant will support country offices to operationalize WFP's commitments with respect to protection and AAP.  Depending on the knowledge/expertise of the consultant, he/she may also be expected to support country offices to operationalize WFP's commitments with respect to conflict-sensitivity, personal data protection and privacy and disability inclusion. This will involve a significant amount of travel, including to hardship duty stations.

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Provide technical advice and guidance on protection and APP to colleagues who are working at the national and sub-national level, both remotely and through regular field missions (including to hardship duty stations)  
  2. Enhance WFP's contribution to relevant external forums at the regional- and country level (e.g. protection cluster meetings) and inter-agency processses (e.g. joint assessments)
  3. Establish and maintain operational partnerships and collaborative approaches related to protection and AAP with other humanitarian-development actors
  4. Develop a knowledge management system for protection and AAP in the region, including by documentating and disseminating best practices
  5. Enhance WFP's reporting on protection and AAP, including by training colleagues to measure and report on its corporate indicators
  6. Support emerging regional initiatives related to conflict-sensitivity, personal data protection and privacy (including the roll-out of privacy impact assessments) and disability inclusion
  7. Any other duties as required.
STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced academic degree in international relations, law, social sciences, development studies or another relevant discipline.

Experience:

ESSENTIAL:

  • At least six (6) years of postgraduate progressively responsible professional experience in the humanitarian-development system, of which at least three (3) years have been spent working in a low/middle-income setting or humanitarian crisis context
  • Demonstrated experience of working directly on protection/human rights programming, protection integration or protection mainstreaming and/or; establishing accountability mechanisms within humanitarian or development programmes

DESIRABLE:

  1. Experience of developing conflict-sensitive approaches, or working on personal data protection and privacy and/or disability inclusion
  2. Experience of undertaking capacity building of colleagues or partner organisations and/or delivering trainings
  3. Experience of conducting community consulations and facilitating focus group discussions (FGD) with affected populations

TERMS AND CONDITIONS
