Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The European Union (EU) has established the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector (CAPFISH). The overall objective of the CAPFISH Programme is to support the Royal Government of Cambodia in the achievement of its long-term vision of social and economic development, food security and poverty reduction as initiated with the Deep Fisheries Reforms and laid down in the National Strategic Development Plan.

The stated objective of the capture fisheries component of the CAPFISH-Capture Fisheries programme is for Cambodia to have sustainable capture fisheries, contributing to food security and poverty reduction. The CAPFISH-Capture Fisheries programme comprises three interrelated pillars\: 1. fisheries management and conservation; 2. post-harvest and trade; and 3. improvement and diversification of fisheries communities' livelihoods.

The specific outcome of the project is to improve the capacity to strengthen fisheries management at the community, district/provincial, and national levels

Reporting Lines

National Senior Fisheries Advisor will report to the project’s Chief Technical Adviser.

Technical Focus
  • Collaborate with FAO and Fisheries Administration in all stages of the project
  • Lead and coordinate capacity development activities
  • Provide technical support to government counterpart and fisheries stakeholders to implement the project
  • Contribute to drafting technical and financial reports
  • Plan and conduct Project Advisory Group meetings and dissemination of project findings to relevant stakeholders
Tasks and responsibilities

Under the overall supervision of the FAO Representative in Cambodia and the direct supervision of the Chief Technical Adviser of the FAO-CAPFISH project , the Senior National Fisheries Advisor will work in close collaboration with the National Project Director nominated by MAFF, and the team in the Fisheries Administration (FiA)\:

  • Advise and assists the CTA in maintaining effective collaboration with relevant government counterparts by securing wide consultation and working relations with appropriate line agencies and partners to ensure adequate information flow, discussions, coordination and feedback among the various stakeholders of the project;
  • Provide technical leadership on one of the components of the project (to be defined during Project Inception) and provides direct and hands-on capacity building of government counterparts and fisheries stakeholders as per project workplan;
  • Advise on ensuring close linkages between FAO-CAPFISH workplan with activities under the budgetary support component of the CAPFISH programme and incorporation into the broader Fishery Annual Workplans and cross-sectoral strategies and plans;
  • Visit selected project sites in the provinces, paying special attention to the quality of Community Fisheries Mechanisms servicing;
  • Contribute to the preparation, and monitoring of detailed work plans, project reports including reports for the PSC, 6-monthly progress reports, and final report;
  • Ensure effective implementation of the gender strategy and action plan;
  • Monitor changes in the project environment that affect project implementation. Advises on risk mitigation action as specified in the project document;
  • In consultation with supervisors, undertakes other actions as may be required and appropriate to ensure the success of the project.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in fisheries or related field;
  • At least 10 years of work as a manager of sizeable projects, substantial experience with community-based fisheries management;
  • Fluent in written and spoken English and Khmer;
  • Cambodian National

Technical/Functional Skills

  • Excellent skill in group facilitation and capacity building;
  • Work experience in several of the subject areas covered by the project\: fisheries legislation, MCS, fisheries habitats, IT and fisheries research;
  • Work experience in Cambodia or a neighbouring country, experience with freshwater, marine fisheries, and working with local service providers;
