Job Description

Scope of work: The Medical Doctor will be responsible for implementation of primary health care activities in identified IDP camps through PHC Mobile Team of IRC Humanitarian Health Response project. The Medical Doctor needs to build capacity of PHC Mobile Team Members and participate in project monitoring and evaluation. Coordination with Basic Health Staffs of MOH for strengthening of immunization and communicable diseases prevention and controlling in IDP camps area and conflicted affected communities. The Medical Doctor reports to Project Manager and this position is based in Myitkyina Township, Kachin State with approximately 90% of time required for travel inside identified IDP camps and/ or villages from Myitkyina and Waing Maw Townships.

Responsibilities:

This position is specifically assigned for Humanitarian Health response services in Myitkyina, Waimaw Townships of Kachin State.

  • Implement primary health care activities in IDP camps and conflicted affected villages.
  • Manage the mobile clinic team.
  • Build Capacity of Mobile clinic team members and community health workers.
  • Participate in project monitoring and evaluation.

Implementation of clinical care for mobile clinic activities

  • Organize and responsible for primary health care services in mobile clinics to camp and villages.
  • Assist Project Manager in preparing monthly work plan of PHC mobile team to cover targeted IDP camps and villages regularly.
  • Represent as team leader of mobile clinic team to local authorities and camp / village community.
  • Establishes clinical care of general population, women and under 5 children according to MOHS and IRC protocols.
  • Manage organizing of referral of life threatening emergency cases to Local District/ Township Hospital and other available secondary and tertiary referral health facilities in area.
  • Coordinate with Camp Management Committee to establish emergency referral system.
  • Supervise and give technical support to Mobile Clinic Nurse (s) to ensure the quality health care service including reproductive health.
  • Supervise and give technical support to Health Promotion Officer (s) to ensure community based health care services activities.
  • Supervise and give technical support to Health Counselor to ensure MHPSS service activities in targeted areas.
  • Technical support to Health Promoter to ensure quality health education and promotion based on needs of IDP and statistical results from daily and monthly consultation, as well as disease surveillance status.
  • Coordinate with Midwives to support EPI activities and monthly outreach activities of Midwives, including immunization, vitamin and mineral supplementation as needed.
  • Reporting diseases surveillance report (daily EWARS report to SHD) and clinic reports as needed.
  • Coordinate and collaborate with BHS of MOHS to establish weekly and monthly diseases surveillance system and outbreak response as needed.
Capacity building of the PHC mobile team members
  • Supervise PHC mobile team members in their day-to-day activities and provide feedback to ensure quality work.
  • Organize training sessions to PHC mobile team members on first aid care, systematic drugs use and other PHC clinic related topic as needed.
  • Provide technical support for Infection Prevention and Waste Management System to members of mobile clinic team.
  • Support and provide on-the-job training to PHC mobile team members as needed.
  • Assist Project Manager on PME and capacity building of PHC mobile team members.
  • Provide on-the-job training of basic health care services to community volunteers in IDP camps.
  • Supervise mobile clinic nurse (s), community health officer (s), health counselor (s) in their day to day activities and provide feedback to ensure quality work.
  • Organize on the job training to Mobile Clinic Nurses, on first aid care, systematic drugs use and other PHC clinic related topic as needed.
  • Organize on the job training to assigned Community Health Workers on Community Case Management, first aid care and emergency referral.
  • Organize the PME and other MnE actions for mobile clinic nurse (s), community health officer (s), health counselor (s).
  • Organize monthly mobile clinic team meetings and participate in project team meeting.
  • Attending the quarterly refresher trainings and continuous medical education sessions after clinic hours.

Monitoring and evaluation

  • Coordinate with M & E responsible persons to organize data entry and analysis of monthly PHC mobile team activities and achievements in the standard IRC - Humanitarian Health Response Database.
  • Assist Project Manager and coordinate with M & E officer to prepare IRC Global Minimum Health Indicators Report, Monthly Data Reports, etc
  • Supervise the nurse (s), community health officer (s) on preparation of weekly and monthly EWARS reports and MUAC screening report.

Reporting

  • Provide regular, on time and quality monthly narrative report to Project Manager.
  • Assist Project Manager on preparation of donor, IRC in-country and HQ report as needed

Other

  • Coordinate with program support teams to implement project activities in time.
  • Provide procurement documents in advance as needed.
  • In collaboration with other members of the health project team, participate in the design and implementation of formative assessments and baseline studies in order to identify health priorities and practices among the IDP and community.
  • In coordination with members of WPE program, Operation department, Finance Department from IRC.
  • Remain flexible to perform other duties as required or requested.

Qualifications

  • Registered medical doctor (M.B.,B.S.) with interested on primary health care settings and clinic management
  • Favorable to person with experience on medical response to disaster area, surveillance and control of communicable diseases in disaster and conflict affected areas
  • Sensitivity leadership skill and team management skill
  • Adaptable, flexible and mature in judgment
  • Good assessment, analytical, planning and reporting skills
  • Have ability and motivation to travel and work long continuous days in remote IDP camps/ remote villages in Kachin States
  • Good English language skill (both oral and written)
  • Good practice on MS package
  • Understanding of medical ethic and patient education

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
