Guyana: GCF Private Sector Facility Consultant

The GCF Private Sector Facility Consultant will work and deliver within the scope of GGGI’s GCF Readiness project “Enhancing Guyana´s Access to GCF to Transition to Renewable Energy”. The overall objective of the Consultant position is to engage with Guyana´s private sector to leverage their investment in energy projects funded by GCF. 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. 

GGGI has partnered with the Government of Guyana (GoG) to support readiness activities for the country to access climate finance from the Green Climate Fund (GCF). In order for Guyana to reach its climate change and sustainable development objectives, the Government of Guyana seeks to increase its access to climate finance (particularly the Green Climate Fund, GCF), build a pipeline of bankable projects, and increase participation of the private sector in green project development. In order to support these efforts, GGGI is working directly with Guyana's Nationally Designated Authority (NDA) under the Office of Climate Change (OCC) to improve Guyana's Readiness to Access Finance for Climate Change and Green Growth through developing potential projects, nominating Direct Access Entities (DAEs) and engaging with the private sector.

Scope of Work

The GCF Private Sector Facility Consultant will report to GGGI Guyana team and coordinate with other consultants working in the project. The scope of work of this consultancy include:

  1. Assess potential sectors to participate in the project pipeline;
  2. Prepare a stakeholder engagement strategy;
  3. Establish engagements with private sector representatives;
  4. Prepare communication material on GCF Private Sector Facility;
  5. Conduct at least two awareness workshops for the private and public sector on GCF Private Sector Facility;
  6. Support GGGI project team, Government stakeholders, utilities and private sector in the process of prioritize and select the utility scale renewable energy projects and the business model to be included in the concept note submission to GCF.    

The activities undertaken under this consultancy contract will be used as inputs for a later activity in the project to develop at least two concept notes for GCF funding proposal.

Output/Reporting Requirements/Deliverables

The consultancy assignment is comprised of 4 outputs and deliverables shown in table below. The consultant shall prepare monthly progress reports comprising the preceding months activities and key outcomes, and planned activities for the forthcoming month. Monthly progress reports shall be submitted during the first week of each month throughout this consultancy assignment.

Description: Prepare communication material (e.g. PSA, brochures) on GCF Private Sector Facility.

Output 2.1: Awareness raising workshops for private sector

Description: Conduct at least two awareness raising workshops for the private sector in 2 cities (Georgetown and Linden).

Deliverable: List of participants, training material and workshop report.

Output 2.2: Private sector engagement

Description: Engaging the private sector in the process of prioritizing and selecting the utility scale renewable energy projects that will be used in the concept notes preparation for GCF.

Deliverable: List of consultation meetings and meeting minutes.

 Qualifications/Experience/Expertise

  • An advanced university degree (Master's degree or equivalent) in finance, climate change, sustainable development, development economics, statistics, engineering, environmental science, international development, law and policy, or other disciplines related to sustainable, development, environmental management, or green growth;
  • At least 8 years of professional experience with an emphasis on developing bankable projects in support of national sustainable development and/or climate change mitigation and adaptation targets, preferably in developing countries;
  • Experience in workshop preparation to engage private sector participation in projects funded by sustainable development and/or climate change funds (such as Green Climate Fund); experience in projects funded by GCF Private Sector Facility and/or renewable energy projects is a plus;
  • Experience working closely with government and non-government stakeholders, particularly in developing countries, and with intergovernmental organizations (IOs) is a plus;
  • Experience in implementing development projects by delivering agreed outputs on time and managing relationship with stakeholders;
  •  Excellent writing, negotiation and communication skills;
  • Fluency in English is required.
