Organization Setting\:

The FAO in Afghanistan assists the Government to develop policies, programmes and projects to address the root causes of hunger and malnutrition; to help the Government develop the agricultural, fisheries and forestry sectors and to use the environmental and natural resources in a suitable way. It participates in the development of FAO’s field projects in the country and implements it, including the reconstruction and rehabilitation of the damaged relevant sectors.

FAO assistance in Afghanistan achieves its objectives through capacity development and direct project implementation in four specific areas of FAO’s technical expertise\:

    • Better governance through improved capacity for policy planning, land reform, decentralization, and management of common natural resources;

    • Fostering expansion of irrigation and field water management;

    • Intensive agriculture for surplus commercialization, value chains development, and job creation;

    • Supporting vulnerable farmers for improved food & nutrition security, resilience, and emergency response to natural and man-made disasters and climate change.

The post is located in Bangkok (Thailand) and will have some travel missions to Kabul as required subject to security permitting.

Project Background\:

The project “Technical assistance to the Implementation of the Food and Nutrition Security Strategy in Afghanistan (GCP/AFG/091/GER)” contribute To improve food and nutrition security situation resulting from the implementation of a range of FSN related interventions as set out in Ministry of Agriculture, Irrigation and Livestock’s FSN Strategy.


Reporting Lines\:

The Project Cycle Management Specialist will report directly to the FAO Representative in Afghanistan as his/her supervisor. On technical aspects, s/he should consult the Lead Technical Officers (LTO) based at FAO Regional Office for Asia and the Pacific in Bangkok.


Technical Focus\:

The Consultant will work directly with the project LTO. He/she will have overall responsible for review of existing templates for logical framework, concept note, project proposal, develop training material and provide training to MAIL personnel. Further to this, the consultant will also prepare the end of assignment report containing findings, conclusions and recommendations for the future.


Tasks and Responsibilities
    • Review and assess existing MAIL policies, strategies, programmes and other relevant documents;

    • Review current MAIL planning process and methodology with a view to build synergies and adopt successful lessons learned;

    • Review and assess latest literature on methodology and tools for project cycle management;

    • Support the development of key criteria for project development;

    • Support the development of a simplified Logical Framework template for use in MAIL – as part of the project Concept Note (CN) development;

    • Support the development of a template for CN costing and reporting;

    • Support the development of comprehensive work plan, Logical Framework and results-based budgeting;

    • Support the preparation of a results-based monitoring framework;

    • Support the development of training material on the project cycle management;

    • Help conduct training courses in Kabul and provinces;

    • Support the National Project Manager by conducting literature review of related topics;

    • Conduct any other tasks as suggested by the LTO (Lead Technical Officer) or National Project Manager.

    • Carry out other relevant duties as requested by FAOR.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in (for Consultants) / University degree (only for PSA) Agriculture such as Agricultural Economics, social science, environmental sciences, or closely related fields;

  • At least one (1) year of relevant practical experience in performing the tasks described above in project cycle management, and/or awareness raising related to the FAO’s mandate and other similar functions/duties.

  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, and Russian).

  • Previous working experience in the region and familiarity with the country situation will be highly desirable.

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions;
  • Extent and relevance of experience in Project Cycle Management;
  • Good interpersonal communication, report writing and computing skills and must be fluent in English;
  • Experience with programme and communication with United Nations, FAO or other international agencies;
  • Demonstrated inter-personal ability to work as an effective team member in complex multi-cultural environments.
  • Demonstrated initiative and ability to deliver results within tight deadlines.
  • Work experience in Afghanistan or other hardship duty stations would be an asset;
  • Experience with staffing, administration and finance, and coping with pressure;
  • Ability to work productively in a pressurized environment and to maintain visibly high levels of morale in difficult circumstances;
  • Demonstrated ability to work and perform duties under security restricted conditions;
  • Experience in developing training materials and providing trainings/capacity building programs;
  • Familiarity with the UN Communications rules and procedures;
